The deadline for submission of contributions to Public Hearing No. 044/2012 starts next Friday (06/14). Its purpose is to discuss the requirements and procedures for sale of electricity in the National Interconnected System – SIN, on behalf and with the account of representative agents. The proposal sent by the House of Power Commercialization (CCEE) means to simplify the operations of consumers in the Free Contracting Environment (ACL) and, thus, create the position of "retail supplier". Thus, free* and special** consumers could be represented at CCEE by generation and trade agents.
The need for discussion of the proposal stemmed from a concern by the CCEE with increasing number of small consumers in the last three years. This increase caused impacts on the body, which had to adjust its operational capability to facilitate business in the free environment, resulting in increased costs for the agents. Another reason is the difficulty faced by special consumers, who, despite small, are subject to the same rules of other agents and need to increase costs to hire specialized companies or other suppliers to perform their activities in the market.
With the approval of the norm, the idea is that there are some advantages such as, for example, the adequacy of staff to the demands of operational capability of the House; greater effective monitoring of labor market practices in the face of reducing the number of business transactions, in addition to reducing the problems arising from the pulverization of the energy market encouraged.

* Free Consumer: The one who, upon being assisted in any strain, has exercised the option to purchase power, according to the conditions laid down in articles. 15 and 16 of Law No. 9074 from July 7, 1995.
** Special Consumer: Consumer responsible for consumer unit or group of consumer units in Group "A", member(s) in the same submarket within the SIN – National Interconnected System, put together by community of interest in fact or in law, whose load is higher or equal to 500 kW.
