The Brazilian Electricity Regulatory Agency (Agência Nacional de Energia Elétrica – ANEEL) extended to 11/16 the deadline for contributions to the public hearing on the proposal that establishes the realization of Regulatory Impact Analysis (RIA) for the regulations done by the Agency. This will allow the analysis of the costs and benefits of proposed rules and thus will seek the best options for the new regulation. Moreover, the actual meeting scheduled for tomorrow (10/10), in Brasília (DF), was postponed until November 9.
The proposal submitted for contributions from society in Public Hearing 064/2012 foresees the mandatory realization of the RIA “prior to the expedition of any normative act by ANEEL”. The impact analysis delimits the object of the new normative act, identifies its purpose and esteems the expected benefits and the costs due to its edition. Upon establishing the requirement of the RIA, ANEEL sought to attribute more predictability to the regulation and enlarge the transparency and effectiveness of the factor that motivated the edition of a regulation.
