The procedure for verification of compliance with the criteria required for granting the Social Electricity Tariff (Tarifa Social de Energia Elétrica – TSEE) will be discussed at a public hearing, which was approved today (10/09) during a public meeting of the Board of Directors of the Brazilian Electricity Regulatory Agency (ANEEL).
Currently, for approval of the discounts granted, the distributors send to ANEEL monthly the billing system data, for validation of the Monthly Revenue Difference – DMR. This data summarizes the number of consumer units, actual and billed energy, the value of the monthly revenue difference, per subclass and per consumption range. However, this information is not individualized and thus, the technical area of the agency is unable to verify that each consumer meets the prerequisites to receive the benefit.
To solve the problem, the Agency is proposing the development of a computer system able to receive individualized information from the beneficiaries and from the distributors’ billing, which will allow the cross-checking of this information with the databases of the Cadatro Único and Benefício de Prestação Continuada (BPC), in order to achieve the approval of the DMR and the amount to be repaid. Under the proposal, the individual information of the benefits granted must be sent in the month of calculation, taking as a mark for sending in the new format the competence of January 2013.
According to Law # 12.212, dated 2010, entitled to receive social tariff are residents who belong to a family enrolled in the Sole Register for Social Programs by the Federal Government – CadÚnico, with monthly family income per capita of less than or equal to half of the national minimum wage or has among its residents people who receive the benefit of continued provision of social assistance. The law also benefits families enrolled in the Cadastro Único, with a monthly income of up to three times minimum wage, which have members carrier of disease or condition, whose treatment or medical procedure requires the continued use of appliances, equipment or instruments, for their operation, demand electricity.
