The Brazilian Electricity Regulatory Agency’s (Aneel) collegiate board decided today (07\/22) to deny the supply to the resource presented by the Cons\u00f3rcio Jirau Energia (CJE) against the result of Qualification of the UHE Jirau auction. In a public meeting , the directors voted to maintain the decision of the Agency’s Special Tender Commission (CEL), which qualified the Cons\u00f3rcio Energia Sustent\u00e1vel do Brasil (Cesb), winner of the auction, and 39 distribution leasers (see here<\/font><\/u><\/b><\/a>) which acquired energy from the future entrepreneurship. The Cons\u00f3rcio Energia Sustent\u00e1vel do Brasil is formed by the companies Suez Energy South Am\u00e9rica Participa\u00e7\u00f5es Ltda. (50.1%); Camargo Corr\u00eaa Investimentos em Infra-Estrutura S<\/st1:PersonName>\/A (9.9%); Eletrosul Centrais El\u00e9tricas S\/A (20%) and Companhia Hidro El\u00e9trica do S\u00e3o Francisco – Chesf (20%).<\/p>\n

The Cons\u00f3rcio Jirau Energia (formed by Odebrecht Investimentos em Infra-Estrutura Ltda.<\/st1:PersonName>; Construtora Norberto Odebrecht S\/A; Andrade Gutierrez Participa\u00e7\u00f5es S\/A ; Cemig Gera\u00e7\u00e3o e Transmiss\u00e3o S\/A; Furnas Centrais El\u00e9tricas S\/A and Fundo de Investimentos e Participa\u00e7\u00f5es Amaz\u00f4nia Energia II) contested, in a resource presented this past June 27th<\/sup>, the validity of the documents, presented by Cesb in the qualification – post-auction phase-, which prove the judicial, technical and economic-financial qualification and the fiscal regularity of the winner. According to that foreseen in the auction’s Edict, the Aneel Tender Commission granted the deadline of five working days for Cons\u00f3rcio Energia Sustent\u00e1vel do Brasil to present counter-reasons for the resource.<\/p>\n

After a analysis of the considerations presented by the two consortiums, CEL published on the Agency’s site (www.aneel.gov.br<\/u><\/b><\/a>) the Report of the Resource Analysis<\/font><\/u><\/b><\/a> in which it denied supply to the resource and maintain the qualification result. Homologation –<\/b> The board of directors approved, also, the homologation and adjudication (ratification) of the auction result, which took place this past May 19th<\/sup>. The concession for building and exploring the Jirau hydroelectric mill was auctioned by Cesb for the final cost of R$ 71.37 per megawatt-hour (MWh), with a discount of 22% in relation to the initial price defined in R$ 91.00 MWh. This value will be applied to 70% of the energy produced by the mill and sold to the distributors through Contracts of Purchase of Electricity in the Regulated Environment (CCEARs) with a duration of 30 years. The other 30% of the energy will be negotiated in the Free Contracting Environment (ACL). The mill’s concession contract and the CCEARs should be signed in January 2009, according to the forecast established on the edict’s chronogram.<\/p>\n

UHE Jirau will have 3,300 megawatts of installed capacity. The undertaking should generate energy starting in January of 2013, date foreseen for entering in operation of the first three generating units. The project includes the installation of 44 turbines and the reservoir area will have 258 square kilometers. The deadline, counting from the signing of the concession contract to the final implementation of the undertaking, is 90 month, equivalent to 7.5 years. The total investment value, assessed by Empresa de Pesquisa Energ\u00e9tica (EPE), for building the UHE Jirau was defined in R$ 8.7 billion, with a reference date of October 2007.<\/p>\n
