It stems from studies elaborated by the National Electric System Operator (ONS). The period for sending contributions in writing begins this Wednesday (12\/3) and finishes December 11. <\/p>\n<p>The Risk Aversion Curve is a mechanism that establishes a minimum level of hydroelectric plant reservoir storage needed to safely produce energy for the National Interconnected System. Instituted by <a href='http:\/\/www.aneel.gov.br\/cedoc\/res2002109gce.pdf'>Resolution no. 109<\/a>, by the Electric Energy Crisis Management Chamber (GCE), in January 2002, it works as a sign of eventual power supply risks caused by changes in hydroelectric reservoir storage volume.<\/p>\n<p>According to the proposal, the CAR for the next biennial establishes the minimum level of storage at 38% for the beginning of January for the reservoirs in the Southeast \/ <st1:place w:st='on'>Midwest<\/st1:place> subsystem. At its peak, set for April and May &#8211; end of the wet season &#8211; the Curve reaches 59%. In November, it reaches the lowest level at 29%. For 2010, the indexes will vary between 10% in November and December, and 47% in March and April.<\/p>\n<p>For the South subsystem, the curve for 2009 will range between 13% in May and September and 22% in November and December. In 2010, the peak will be 20% in January and February and the lowest point will be 13% from May to December.<\/p>\n<p>For the Northeast subsystem, storage needed for 2009 will vary from the minimum of 11% in January to a maximum of 51% in April. Storage levels in 2010 will vary from 48% in March and April, to 10% in November and December.<\/p>\n<p>In the North region the ONS proposes the curves for 2009 (from 86% to 15%) and 2010 (83% and 15%) to be used only from June to December, during the dry season.
