The Brazilian Energy Agency (Aneel) concluded successfully the transmission auction held today (11\/27), in Rio de Janeiro<\/st1:place><\/st1:City>.  All grants of the 11 lines and eight substations were awarded to companies and consortia in Brazil<\/st1:country-region> and Spain<\/st1:place><\/st1:country-region>.  The offered proposals had discounts ranging from 0.01% to 32.44%.  The average discount was 28.43%.<\/p>\n

In an interview at the end of the event, General Director of Aneel, Nelson H\u00fcbner, said the auction result was ‘positive and all lots were sold. Only one of the lots received a small discount, but we expected this outcome’. H\u00fcbner said Aneel sets the Allowed Annual Revenue (RAP) for each auction, reducing the values for each event.  ‘As we saw the high discounts, we ourselves found a way to reassess the values’, he said.<\/p>\n

According to the general director, the highest RAPs usually generate the most significant discounts, this is because the bigger the RAP, the greater the investment and the competition among companies.  The battle for new developments result in benefit to end users of energy.<\/p>\n

In the auction, companies and consortia that offered the lowest fare, i.e. the lowest annual income allowed (RAP) for the service, were declared winners.  Discounts recorded from the annual income allowed provided in the announcement and the auction will result in benefits to consumers, since the rate of use of the transmission system is a component of cost of the tariff paid by the end consumer to the distributors, and contribute to increased competitiveness of the productive sector.<\/p>\n

The period of transmission concessions is 30 years and is destined for construction, operation and maintenance of 1,079 miles of 11 lines and eight substations of the basic network to be built in the states of Amazonas, Bahia<\/st1:place>, Cear\u00e1, Esp\u00edrito Santo, Goi\u00e1s, Maranh\u00e3o , Mato Grosso and Minas Gerais. The projects will generate 6.8 thousand direct jobs and go into operation between 15 and 24 months after the signing of concession contracts.  The total investment for the construction of lines are estimated at R$ 1.3 billion.<\/p>\n

Dispute<\/b>  – The Goi\u00e1s Transmiss\u00e3o Consortium, composed by J.  Malucelli Construtora de Obras S\/A (31%), Furnas Centrais El\u00e9tricas S\/A (49%) and Engevix Engenharia S\/A (20%) was the winner of the plot by offering a bid of R$ 33,750,000.00, which represented a discount of 32.44% over the initial RAP.  The largest batch of the event, with 259 kilometers of transmission lines, also recorded the largest discount.<\/p>\n

Spain<\/st1:place><\/st1:country-region>‘s Cobra Instalaciones y Servicios S\/A scooped the lot with the discount of 26.19% over the initial price, which corresponds to the Annual Income Allowed of R$ 20,916,000.00.<\/p>\n

The Cons\u00f3rcio Nordeste, formed by Companhia Hidro El\u00e9trica do S\u00e3o Francisco<\/st1:place> (49%) and ATP Engenharia Ltda. (51%), was the winner of Lot C offering a bid of R$ 20,485,296.00, representing 30.99 % of lower percentage compared to RAP.<\/p>\n

Cons\u00f3rcio Alupar Bimetal, composed of Alupar Investimento S\/A (60%) and Bimetal Industrial Ltda.  (40%), scooped lot D, with the provision of R$ 8,424,000.00 which represented a discount of 12.03%.<\/p>\n

In group E, the winner was Furnas Centrais El\u00e9tricas S\/A with the discount of 32%.  The company offered the RAP of R$ 5,269,680.00, which made it the winner.<\/p>\n

Companhia Hidro El\u00e9trica do S\u00e3o Francisco<\/st1:place> (Chesf) was the winner in lot F with the final RAP of R$ 6,976,224.00, a figure 31% lower than the initial RAP.<\/p>\n

Lot G, was won by the Cons\u00f3rcio MGE Transmiss\u00e3o, composed by J. Malucelli Construtora de Obras S\/ (20%), Furnas Centrais El\u00e9tricas S\/A (49%) and Engevix Engenharia S\/A (31%).  The group offered R$ 23,007,108.00, representing a discount of 28.02%.<\/p>\n

The last lot (H) was bought by Centrais El\u00e9tricas do Norte do Brasil S\/A (Eletronorte) which offered R$ 3,454,000.00, a value 0.01% lower than the original Revenue, the lowest discount in the auction.<\/p>\n
