The National Energy Agency (ANEEL) has cooperation agreements with 12 state regulatory agencies.Ten of these agreements were approved between November and December 2011 – two others are in force since January 2011 – and they all follow the new guidelines of Normative Resolution No. 417\/2010<\/strong><\/a>, with updated management methods.<\/p>\n

The cooperation agreements are the instruments through which ANEEL decentralizes part of its activities, and aims to streamline and harmonize the actions with electricity consumers, agents and other industry segments of society, with respect to local and regional peculiarities.<\/p>\n

With the new resolution, the focus of the process became the product, the quality of the presented result.These products were modeled based on ANEEL’s experience in partnership with 12 state agencies.<\/p>\n

The new methodology decentralization encourages efficiency and seeks to ensure sustainable partnerships, once the agreement is valid indefinitely.The step following the celeb ration of the agreements was to sign goal contracts, which happened in mid-December 2011.Contracts delimit the activities and financial resources to be executed within each decentralized activity.<\/p>\n

In addition to the 12 agreements, the agreement was approved with the interests of the state of Tocantins and also with the State Regulatory Agency Espírito Santo (ASPE-ES).The instrument is provided in Normative Resolution No. 417\/2010 and the goal is to share experiences, knowledge transfer and development of procedures in order to assist the member state in the implementation of actions needed to conclude the agreement for future cooperation.<\/p>\n

Within ANEEL, the management of the decentralization process rests with the Superintendent of Institutional Relations (SRI). The Superintendency of Procurement and Control of Contracts and Agreements (SLC) is responsible for coordinating the goal contracts.<\/p>\n
