A Public Hearing was opened with the objective of discussing the Normative Resolutions that established conditions and terms for the recalculation and republication of the *Difference Liquidation Price * (PLD – Preço de Liquidação de Diferenças). The Measure was approved during the Public Meeting of the Board of Directors of the Brazilian Electricity Regulatory Agency (ANEEL – Agência Nacional de Energia Elétrica) this past Tuesday (04/23). Currently, the PLD is recalculated and republished when there are faults in the system, whether due to an error in the insertion of entry data, in the adoption of premises for the execution of the computer models or in the elaboration of the models’ source code. However, the measure causes trouble and can alter the allocation of financial resources among the agents.

The proposal put in the hearing foresees that, if there are faults, the recalculation and the republication of the PLD be done only if the detection of the problem takes place before the month’s accounting in which the PLD affected has effects. Another idea is that each time there is the detection of error, the Electricity Commercialization Chamber (CCEE – Câmara de Comercialização de Energia Elétrica) and the National Electric System Operator (ONS – Operador Nacional do Sistema Elétrico), jointly, present, in the period of up to 10 days, starting from the identification of the problem, report of process improvement proposal, with the identification of faults and actions adopted. In addition, there is the proposal of monthly CCEE meetings with the agents to treat the adequacy of data, procedures and results from the program chain, to be held before the start of the process of accounting for each month.

*PLD: Price to be released by the Electricity Commercialization Chamber – CCEE, calculated in advance, with maximum weekly intervals and based on the marginal cost of operation, limited by minimum and maximum prices in effect for each Calculation Period and for each submarket, whereby energy sold is valued in the Short Term Market.
