The Brazilian Electricity Regulatory Agency (ANEEL) held the first inspection with remote access to commercial management systems.The company inspected was Eletrobrás Distribuição Roraima (Boa Vista Energia), from June 18 to 21, 2013. The objective of the remote inspection was to verify compliance with accumulated Electricity for All Program (PLPT) goals from January 2009 to December 2012.
With remote access, the Agency intends to equip commercial inspections with greater efficiency in their execution through inspections of distributor management systems.
Two remote access inspections are projected of the low-income subsidy at Companhia Energética do Maranhão (Cemar) and Centrais Elétricas de Santa Catarina (Celesc).Other inspections will be held this year, depending on the feasibility of remote access to the companies’ commercial management systems.
ANEEL conducts field and remote inspections.The field inspections verify the technical issues regarding supply quality, commercial service, determination of collective and individual continuity indicators, among others.The remote inspections examine universalization and Electricity for All programs, low-income residential consumer unit subsidies, self-service quality indexes, etc.
If failures in planning, operations or maintenance are ascertained during inspection actions, the Agency can apply penalties, which vary from a warning to a fine of up to 2% of the company’s annual earnings, as stipulated in ANEEL Resolution no. 63/2004.The penalty does not terminate the distributor’s obligation to make the necessary corrections to for solving the problem.If the company feels jeopardized by the violation report levied by the regulatory body, it can appeal to the Aneel Board, which will evaluate the issue in a public meeting.The Board’s decision is the last instance in the administrative sphere.(PG/TP/JS)
