Energy generation generates R$ 179.7 million in compensation in June

The financial compensation for the use of water resources for electricity generation to municipalities, states and the Union, including royalties (financial compensation due by the Itaipu Plant) totaled R$ 179.7 million in June 2013 and totaled R$ 1.051 billion in the year (January to June).

In June alone, 698 municipalities in 22 states and the Federal District and the Union received R$ 132.01 million as Financial Compensation for the Use of Water Resources (CFURH – Compensação Financeira pela Utilização de Recursos Hídricos), while the transfer of R$ 47.7 million of royalties reached 346 municipalities in five states and the Federal District and the Union. From January to June, a total of R$ 792.3 million was distributed by CFURH and R$ 258.7 million in royalties.

As established in Law No. 8.001, dated March 13, 1990, with modifications given by Laws No. 9.433/97,No. 9.984/00 and No. 9.993/00, 45% of the resources are designated to the Municipalities affected by the HPPs reservoirs, while the States have the right to another 45%. The Union keeps 10% of the total. Generators characterized as Small Hydropower Plants (SHPs), are dismissed from paying the Financial Compensation.

Concessionaires pay 6.75% of the value of the energy produced to Financial Compensation. The total amount to be paid is calculated according to a standard formula: CF = 6.75% x energy generated in the month x Updated Reference Tariff – TAR. The TAR is defined annually by ANEEL's Approving Resolution.

The percentage of 10% of FC for the Union is divided between the Ministry of Environment, Water Resources and the Legal Amazon (3%), the Ministry of Mines and Energy (3%) and the National Fund for Scientific and Technological Development (4%), administered by the Ministry of Science and Technology. The percentage of 0.75% is passed on to the MMA for use in the implementation of the National Water Resources Policy and National Water Resources Management System.

The collection and distribution of compensation and royalties is up to the Brazilian Electricity Regulatory Agency (ANEEL – Agência Nacional de Energia Elétrica).
