Resolution draft on reactive collection is available for consultation

ANEEL will provide until 22.07.2013, the Normative Resolution draft finishing the Public Audience No. 065/2012, proposing to exclude the possibility of collection of reactive excess for Consumers pertaining to Group B.

In that occasion, three aspects of the regulation of the power factor were addressed: (i) excluding the possibility of collection of reactive excess for subgroup B1 (ii) collection of reactive based solely on fundamental frequency, and (iii) changing the reference power factor for consuming units connected to a voltage exceeding 69 kV in the distribution system.

Regarding the first aspect, the analysis of the contributions obtained in the Public Audience has concluded that consumers in the other subgroups (B2 and B3) in Group B are subject to the same conditions of residential users (subgroup B1), so that it is not reasonable to treat them differently, at this time, concerning the collection by exceeding reactive consumption.

Thus, the draft presented herein foresees the exclusion of the possibility of collecting exceeding reactives for all consumers in Group B.

The suggestion of charging reactives only in fundamental frequency was presented at a public hearing mainly due to harmonic distortions found in low voltage networks. With the exclusion of charging reactives from consumers pertaining to these voltage levels (group B), this item was removed from the discussion.

The proposed change, however, in the reference power factor for units connected to a voltage exceeding 69 kV aimed to standardize the power factor for the consumer units connected to facilities owned by the distributors and broadcasters. In this section, we concluded that the sought standardization already exists in the current regulation, since there is the CUSD celebration in both cases, thus validating the limits of 0.92 established in the General Conditions of Supply (REN 414/2010). So the amendment of resolutions in force is not necessary, except the improvement of the item 9 of the submodule 3.6 concerning Grid Procedures.

The matter is expected to be assessed by the Board of the Agency for Public Meeting until the end of July.
