Fonte: ANEELThe second day of the VIII Brazilian Congress on Regulation (21/8), promoted by the Brazilian Association of Regulatory Agencies (Abar) in Fortaleza (CE), included a presentation by the director of National Electricity Agency (ANEEL) Andre Pepitone da Nobrega, who spoke on "Regulation of Alternative Energy Sources", in a session presided by Edmundo Silva (Abar / Agergs) and that had the comments of Max Xavier (Queiroz Galvão Renewable Energy).
André Pepitone presented the institutional scenario of the Brazilian electricity sector, and ANEEL’s mission, stressing the importance of the regulatory agency to assign credibility to the sector, in order to attract investments through clear and stable rules.
The agency’s director emphasized the need to balance the interests of consumers, regulated agents and government – with respect to contracts in line with the implementation of public policies, established by the grantor power, for the benefit of society. According to Pepitone, renewable energy – such as small hydropower (SHP), wind and solar plants – have an expected investment of US$ 37.9 billion, a total of 10,050 megawatts by 2017.
Technical works: Yesterday (20/8), the Brazilian Congress on regulation included a presentation of servers of the National Electricity Agency (ANEEL).
The following works were presented: "Costs and Benefits of the Economic Regulation Model Adopted in the Sector of Electricity distribution in Brazil" by Halisson Rodrigues; "Simplified Methodology of valuation of physical assets, by using New Replacement Value (NRV): the case of Rural Electricity Cooperatives, "Luciano Cheberle, Elias Claudio Carvalho, José Barros Lincoln," the importance of the regulation of the ombudsman for its consolidation as a channel of communication and local conflict resolution", Gustavo Hose, Alex Sandro and André Feil Ruelli; "Bidding or Renewing Concession Contracts", Thiago Caldeira, and "Excellence regulation in the relationship with the society: promoting the effective participation of consumers in the regulatory process," Diego Brancher, Robson Yatsu and Marcelo Silva Castro.
The Brazilian Congress is organized by the Regulatory Agency Public Services, regulating Delegates of the State of Ceará (ARCE). The objective of the Congress, which continues tomorrow with the participation of all the general Directors of ANEEL, is to reflect and discuss the impact of regulation on improving the quality of life of people.
At the same time the ExpoABAR event occurs, an exhibit on regulation is held, which includes activities in the area of infrastructure and the regulated industry, regulators, regulated companies, agencies policymakers and the academic community.
