Audience will discuss inclusion of measurement systems in the Prodist

Fonte: ANEELThe Brazilian Electricity Regulatory Agency (Agência Nacional de Energia Elétrica – ANEEL) promotes on Thursday (10/17), from 8:30 a.m. to 12:30 p.m., the live session with the goal of obtaining grants from the Society for the revision of Modules 6 and 08 of the Distribution Procedures – Prodist, motivated by the inclusion of measurement systems that Normative Resolution No. 502/2012 handles. The meeting will be in the ANEEL Auditorium (SGAN 603, Módulo H, Brasilia/DF) and is part of the Public Hearing 093/2013.

The change was motivated by the inclusion of measurement systems in the Normative Resolution No. 502/12. With the resolution, it was necessary to adapt the modules of the Prodist to the technical innovations related to new types of electronic meters. Among the proposals for revision of the technical modules are:

The creation of the uninterrupted modality of voltage measuring in permanent regime – With this change, indicators of Relative Transgression Duration for Precarious Voltage (DRP) and Relative Transgression Duration for Critical Voltage (DRC) may be measured successively, and not just temporary as currently occurs.

Monthly verification of DRP and DRC – Currently the verification of these indicators lasts about a week. To facilitate the monitoring of indicators a single value of DRP and DRC was proposed for each calendar month.

Purge criteria in the measurement voltage in permanent regime– The Agency's proposal is that the criteria for purge of momentary voltage sags and surges are extinguished in all types of voltage measuring modalities in permanent regime.

Deadline for the distributor to regularize the voltage in permanent regime – The current legislation gives deadline for the distributor to regularize the voltage level before having the obligation to compensate the consumer. It was proposed to extinguish the deadlines for regularization of the transgression of DRP and DRC, so that compensation is due from the moment that the failure to provide the service is detected.

Verification of continuity indicators for uninterrupted measurement – ANEEL recommends that in determining the continuity indicators, distributors consider interruptions recorded in the electronic meter and not just operational information. The registration at the meter should be deducted from the purges provided by regulation.

Change in the Normative Resolution No. 502/2012 – The norm states that the meters should store data of interruptions that occurred in the last three months. The technical area of the Agency proposes to avoid unnecessary costs, that the meter store the last 100 interruptions.

Change in Module 6 of the Prodist – One of the proposed changes is the removal of the need for distributors to send the total continuity indicators Equivalent Interruption Duration per Consumer Unit (DEC) and Equivalent Frequency of Interruptions per Consumer Unit (FEC). These indicators can be obtained by adding segregated indicators. Another change is related to the reduction of the term of 30 to 15 days upon sending the group indicators of sets. The technical understands that this reduction is possible and makes faster the dissemination of indicators DEC and FEC by ANEEL and also helps in publishing the Service Continuity Ranking, which should be held until the following April.
