Meeting on new methodology for tariff revision has been postponed

The National Electricity Agency (ANEEL) will hold next Wednesday (11/27/2013) a meeting with representatives of distribution utilities, to discuss enhancements on the tariff review methodology of energy distribution. The event would be held tomorrow (11/22), but was changed. The meeting will be in the auditorium of the Agency at 14:00. On June 11/29, the theme, object of the Public consultation no. 11/2013, will be dealt with analysts and investors.

Technical notes, as a basis for the development of the works, were made available. The Technical Note No. 452/2013, prepared by the Superintendency of Economic Regulation (SRE), deals with general concepts of economic regulation (asymmetric information, incentive regulation and stability of rules), in addition to presenting reviews on specific topics such as WACC, X factor, operating costs, base salary and other income sources.  Technical Note No. 453/2013, prepared jointly by the SRE and Regulatory Oversight Services Distribution (SRD), addresses the issue of non-technical losses and incentive mechanisms on quality. As for Technical Note No. 494/2013, it aims at the publicity and reproducibility of the data bases that will be used in methodological studies, with its characteristic font and construction methodology.

One of the points of the proposal is the elimination of the concept of tariff review cycle, so that the items that make up the tariff review process can evolve according to the dynamics and traits of each case. The end of cycle concept also implies that there will always be an approved and current regulation, for the calculation of tariff revision, avoiding delays and postponed revisions.
