Transmission Auction No. 07/2013 ends with 7.15% of negative goodwill

The Transmission Auction No. 07/2013, conducted by the National Agency of Electricity (ANEEL) on Thursday (11/14), finished with 10 auctioned lots and three empty ones (H, J, and Q), totaling an average negative goodwill of 7.15%. This means that the income of entrepreneurs to explore investment will be lower than originally planned, contributing to low rates of energy. The Average Permitted Annual Revenue (RAP)* to be obtained after the commencement of the projects will be around R$ 342.3 million against the R$ 368.6 million initially established.

The two biggest negative goodwill, both of 29.99%, were found in Lots I and K, composed of three lines and two substations located in the states of Rio Grande do Sul and Santa Catarina and a substation in Mato Grosso do Sul.

The Chinese firm, State Grid, won the penultimate lot of the event (P) for R$ 11.5 million, which represented the second largest discount auction of 28% compared to the Annual Maximum Allowable Revenue established in R$ 16.1 million by the agency .

The third largest negative goodwill, of 20.06%, was found in lot E, composed of two lines and two substations in the state of Ceará. The goal of the project is to enable the flow of the wind energy potential of Ceará and the increase of capacity to meet the metropolitan region of Fortaleza.

As for Lot N, formed by two lines and two substations located in Acre, had no negative goodwill in relation to the Annual Maximum Allowable Revenue established by the Agency. This lot was purchased by Centrais Elétricas do Norte (Eletronorte) and aims to link the central and western regions of the state of Acre to the National Interconnected System (SIN).

The Director of ANEEL, Pippa Santana, said the average negative goodwill of Transmission Auction No. 13/2013 was lower than the average of the last auction, but it was still interesting. "The negative goodwill itself is advantageous to the consumer, because it indicates tariff reduction," said the executive.

Planned investments for new plants are of the order of R $ 3.6 billion, generating 12,183 direct jobs. The period of the works will range from 24 to 48 months. Transmission facilities will be built in São Paulo, Minas Gerais, Paraná, Pará, Rio Grande do Sul, Santa Catarina, Mato Grosso do Sul and Acre. Read more here.
