Monitoring rules approved for subsidized thermoelectric power plants

Fonte: ANEELANEEL’s Board of Directors has approved the requirements for implementation of a data-collection system at the thermopower plants existing in the Isolated Systems. The resolution was reached this week and contemplates only the thermopower plants that benefit from the Fuel Consumption Account (CCC) prorate system, which provides subsidies to thermoelectric plants powered by oil-related fuels in the Isolated Systems. The monitoring will improve controls over usage of the CCC funds. A CCC charge is included in the energy bill of all consumers in the country.

The regulation was the subject of a document-exchange public hearing held from May 25 through June 17 of this year, during which period as many as 61 contributions were submitted by ten different companies and institutions. In drafting the final resolution, the technical staff of ANEEL fully heeded 11 suggestions received from some agents. Another 7 contributions were accepted in part.

Eletrobrás, the party responsible for the management of CCC resources, shall be in charge of collecting the data inputted by meters installed in the plants. The rules approved take into account the results of the pilot project developed in the state of Pará since 2003, thanks to a joint action by ANEEL and the Pará State Agency for the Regulation and Control of Public Services (ARCON). The pilot project involved four thermal plants existing in the concession area of CELPA (Pará State Power Company).

The terms for the implementation of the monitoring systems vary from 6 to 24 months counting from the entry into force of the resolution. The regulation further establishes that the submission of data to Eletrobrás shall be effected monthly or daily, depending on the installed capacity of each plant.
