Eletronorte and the Norte Energia Consortium did not deposit financial guarantees

to confirm their participation

The Brazilian Electricity Regulatory Agency’s (Aneel) Special Commission disclosed the list of companies today (11/30) that deposited guarantees to participate in the energy auction for the Santo Antonio hydroelectric plant. Of the five registered companies last 11/22 and 23, only three made the deposit and received passwords to access the auction system. They are: Madeira Energia Consortium, Sustainable Energy of Brazil (CESB) Consortium and the Santo Antonio Investment Companies Consortium (CEISA).

The Norte Energia Consortium, comprised of Alupar Investimentos S/A (37,5%), Indústrias Metalúrgicas Pescarmona (15%), Schahin Holding (27,5%), UTC Engenharia (10%) and Schahin Engenharia (10%); and the state-owned Eletronorte did not deposit their guarantees and are therefore out of the auction.

For the proponents, the guarantees are equivalent to 1% of the investment amount. These parameters are defined on the page 15 of the public announcement.

1) MADEIRA ENERGIA CONSORTIUM.
Odebrecht Investments in Infrastructure Ltda. (17.6%); Construtora Norberto Odebrecht S.A. (1%); Andrade Gutierrez Participações S/A. (12.4%); Cemig Generation and Transmission S/A (10%); Furnas Centrais Elétricas S/A (39%) and Amazônia Energia Investment Funds and Participations (FIP – comprised of the Banif and Santander banks) (20%).

2) SUSTAINABLE ENERGY OF BRAZIL CONSORTIUM – CESB.
 Suez Energy South America Participations Ltda. (51%); Eletrosul Centrais Elétricas  S/A (49%).

3) SANTO ANTONIO INVESTMENT COMPANIES CONSORTIUM – CEISA.
Camargo Correa Investments in Infrastructure S/A (0.9%); São Francisco Hydroelectric Company – CHESF (49%); CPFL Energia S/A (25.05%); ENDESA Brasil S/A (25.05%).

The list of distribution concessionaires that are buyers in the auction will soon be published on Aneel’s home page.

Timetable – On Tuesday (12/4), the three participants will receive training in the auction systematics and the next day (12/5) they will participate in the simulation, with fictitious data, in order to be ready to make their bids.

Auction – The auction will be promoted by Aneel and operated by the Electric Energy Commercialization Chamber (CCEE), under the Agency’s delegation. The Santo Antonio plant will have 3,150.4 megawatts in installed capacity. The venture will generate energy starting December 2012, the date foreseen for the first two generating units to go into operation. The project includes the installation of 44 turbines and the reservoir area will total 271 square kilometers. The deadline for final implementation is 43 months, equivalent to 3.7 years. Total investment value, appraised by the Energy Research Company (EPE), for building the Santo Antonio hydroelectric plant was defined at R$ 9.5 billion, with December 2006 as the reference date.
