CCC Value for 2008 is set at R$ 3 billion.

The annual quotas of the Conta de Consumo de Combustíveis Fósseis (CCC – Fossil Fuel Consumption Account) for 2008 were set today (26/02) by the collegiate board at the Brazilian Electricity Regulatory Agency (Aneel). The total value is of R$ 3 billions and represents an increase of 4.6% in relation to the value defined for 2007, of R$ 2.870 billion.

Centrais Elétricas Brasileiras S/A (Eletrobrás) upon forwarding to the Agency preliminary data of the Operation Plan and the Annual Plan of Fuels (PAC)* of the Isolated Systems**, according to the determination of Aneel Resolution nº 350/99, presented the value of R$ 3.796 billion, which would represent an increase 32.2% in relation to the value of 2007.

CCC is one of the charges due to the power tariffs. With the application of the Conta correction, the tariffs will have an increase, on average, of 0.18%, in result of the variation of the CCC costs. If the Agency had approved the value proposed by Eletrobrás, this impact would be on average 1.05%.

The difference between value presented by Eletrobrás (R$ 3.7 billion) and the value approved by Aneel (R$ 3 billion) is due mainly by the reduction in the market growth forecast  of the Isolated Systems, exclusion of the subrogation for the PCH Apertadinho and the refunding of the passive of Imposto Sobre Circulação de Mercadorias (ICMS – Value-Added Tax on Sales and Serviced). The refund value of the ICMS considered in the sum of the CCC for 2008 is R$ 234 million.

ICMS – The methodology, verification procedures and payment of accumulated ICMS passive in the years of 2004, 2005 and 2006 at the bottom of the CCC were also approved today in the Agency’s directors’ meeting. The sum of R$ 1.4 billion, accumulated in the period, should be returned on part of the generators which serve isolated communities, located in majority in the North region. The generators will have a deadline of up to 60 days to present the Economic and Financial Inspection Superintendence (SFF) with the conditions for this refund. The value will be updated by the IGP-M and, since it can be paid in up to 36 monthly installments, it will be corrected by the Selic rate.

Inspection at Eletrobrás – In the meeting, Aneel’s director board recommended that the Economic and Financial Inspection Superintendence – SFF and that of General Services – SFG carry out the inspection of Eletrobrás as to the process of fuel acquisition with resources from CCC-ISOL, especially as to the use of better practices in view of the Conta’s cost-effectiveness. The inspection should also check the absence in the sending of all the necessary information for the setting of annual quotas.

CCC is a charge that subsides the purchase of diesel oil and fuel used for generation power by thermal electric mills which serve isolated communities, mainly in the North region. The Conta, instituted by Law nº 5899/1973 is collected in monthly installments by the distribution dealers and by free consumers. Paid by all the power consumers in the country, CCC is one of the tariff cost items.

*Annual Plan of Fuels: forecast of the volume of fuels to be used in the thermal generation in the Isolated Systems.

**Isolated Systems are electric systems for the transmission of power installed mainly in the country’s North region, and not part of the National Interconnected System.
