Consumers and associations presented contributions for CPFL?s tariff revision

The Brazilian Electricity Regulatory Agency (Aneel) closed the contributions phase for the public hearing for the distributor, Companhia Paulista de Força e Luz’s (CPFL) periodic tariff revision today (2/27), in Campinas (SP). It had begun on January 31. The meeting was conducted by Aneel director, Joísa Campanher Dutra Saraiva, and it had the participation of 372 representatives including consumers, public and private institutions, consumer defense entities, class associations and other civil society organizations. Of all those present, 18 made suggestions to improve the process.

CPFL Paulista’s preliminary revision proposal foresees an average reduction of 14.02% (-14.02%) for company tariffs. The negative average index is the result of the company’s greater productivity and lower average cost of capital (which defines concessionaire remuneration), calculated in the tariff revision process.   The definitive index that results from the hearing process will go into effect next April 8 when it is published in the Official Federal Gazette. The distributor provides energy to 3.3 million consumer units in 234 townships in the interior of São Paulo.

The documents with the concessionaire’s revision proposal have been available at A Aneel/ Audiências/Consultas/Fórum, on the Agency’s home page (www.aneel.gov.br) since last January 31. The period for interested parties to send contributions in writing expired yesterday (2/26). This tariff revision is foreseen in the concession contracts to achieve a balance in the tariffs based on remuneration from company investments geared towards providing distribution services and covering expenses effectively recognized by Aneel. This should be applied in the distribution concessionaires on average every four years.

This year, 36 distributors shall undergo the tariff revision process. In 2009, there will be 17 concessionaires. Two more companies will be submitted for revision in 2010. In 2007, seven distribution concessionaires underwent the process: Coelce (CE), Eletropaulo (SP), Escelsa (ES), Celpa (PA), Elektro (SP), Bandeirante (SP) and CPFL Piratininga (SP).
