Consumers and associations presented contributions for AES Sul (RS) tariff revision

The Brazilian Electricity Regulatory Agency (Aneel) held a presential public hearing today (3/12), in Canoas (RS), for AES Sul Distribuidora Gaúcha de Energia S/A’s second periodic tariff revision. The meeting, led by Aneel director Edvaldo Santana, had the participation of nearly 130 consumer representatives, consumer defense institutions, neighborhood associations, politicians, agriculture federation and other civil society organizations. Of all those present, 17 made suggestions to improve the process.

The revision’s average preliminary index is -1.19%. After analysis of the contributions sent in writing and gathered during the hearing, Aneel will define AES Sul’s final index, which will go into effect next April 19. The distributor serves 1,094 million consumer units in 118 townships in Rio Grande do Sul (western border, center and part of the Porto Alegre metropolitan region).

The average reduction proposed for AES Sul tariffs is the result of gains in productivity and the reduction in the average cost of capital used to define concessionaire remuneration.

The documents related to the proposal have been available on the ‘A Aneel’ profile, at Audiências/Consultas/Fórum/Audiências 2008 on the www.aneel.gov.br home page since last February 21. The deadline for contributions in writing regarding the process will expire next Wednesday (3/19). The tariff revision is foreseen in the concession contracts to achieve a balance in the tariffs based on remuneration from company investments geared towards providing distribution services and covering expenses effectively recognized by Aneel. This should be applied in the distribution concessionaires on average every four years.

This year, 36 distributors shall undergo the tariff revision process. In 2009, there will be 17 concessionaires. Two more companies will be submitted for revision in 2010. In 2007, seven distribution concessionaires underwent the process: Coelce (CE), Eletropaulo (SP), Escelsa (ES), Celpa (PA) , Elektro (SP), Bandeirante (SP) and CPFL Piratininga (SP).
