Consumers and associations presented contributions to Coelba (BA) tariff review

The Brazilian Electricity Regulatory Agency (Aneel) ended today (03/27), in Natal (RN), the contribution phase for the public hearing for the second periodic tariff review of the distribution leaser Companhia de Eletricidade do Estado da Bahia (Coelba), started this past February 28th. The present-body meeting lead by Aneel director Edvaldo Alves de Santana has the presence of approximately 120 consumer representatives, representatives from public and private institutions, consumer defense entities, class associations and all other civil society organizations. The participants presented suggestions to perfect the process.

The preliminary proposal defined for Coelba anticipates an average reduction of 14.34% (-14.34%) in the distribution leaser’s tariffs. The negative percentage reflects the productivity gains obtained by the company and the reduction of the average cost of capital (which defines the dealers’ remuneration), calculated in the process of tariff review. The distribution leaser’s definite review index will go into effect this coming April 22nd.

Besides the live contributions during the public meeting promoted by Aneel, consumers and other interested parties had the opportunity to forward manifestations in writing from February 28th until this past March 24th. Foreseen in the concession contracts, the tariff review seeks to balance of tariffs based on the remuneration of the companies’ investments aimed towards distribution service rendering and expense coverage effectively recognized by Aneel. The process is carried out, on average, every four years.

Besides, another 35 distributors will go through the second tariff review cycle this year. In 2009, there will be 17 distribution leasers. Two more companies will be submitted to reviews in 2010. In 2007, seven distribution leasers went through the process: Coelce (CE), Eletropaulo (SP), Escelsa (ES), Celpa (PA) , Elektro (SP), Bandeirante (SP) and CPFL Piratininga (SP).
