The auction of the second plant in the Madeira River Complex will be promoted by Aneel on May 12th and will be held through an electronic system, in a closed environment, at the Agency’s headquarters in Brasília. Part of the operationalization of the auction will be held by the Chamber of Commercialization of Electricity – CCEE, according to the delegation given by Aneel through Dispatch n° 456/2008.

The ceiling price was defined at R$ 91.00 per megawatt-hour (MWh) according to official letter MME nº 674/2008, forwarded to Aneel, which also defined that at least 70% of the energy will be designated to the Regulated Contracting Environment (ACR). The auction format foresees that the winner be he who offers the best bid in Real per megawatt-hour (R$ per MWh) for energy which will consist in the contracts of commercialization in regulated environment (CCEAR). The contracts for the generation of energy for the National Integrated System will last for 30 years.
The Jirau plant, with 3,300 megawatts (MW) of capacity installed and physical guarantee of an average of 1,975.3 MW, should generate energy starting in 2013. The project includes the installation of 44 turbines and the reservoir area will have 258 square kilometers. The deadline until the final implementation is 90 months, equal to 7.5 years. The total investment value, assessed by Empresa de Pesquisa Energética (EPE), for building the UHE Jirau was defined in R$ 8.7 billion, with a reference date of October 2007.
According to the guidelines set by MME Ordinance nº 36/2008, the edict foresees that the team shareholder participation of suppliers and builders should not be over 40% in the participant consortiums of the auction and 20% of the Specific Propsal Society (SPE) which should be constituted if the winner if a consortium, Investment Fund, foreign company or Complentary Social welfare Entities. Also there is the possibility of the entrance of strategic partners in the shareholder composition of the SPE. The SPE should follow the minimum standards of corporate governance established in the New Market of the Sao Paulo Stock Market to provide transparency in the company’s management, qualified quorum for strategic decisions among other aspects.
The auction will be open to the participation of public or private national companies, in an isolated manner or gathered in consortiums.
Chronogram – By the estimated activity calendar, the enrollment of interested companies will take place during two days (April 28 and 29), at a location to be divulgated. On April 30 the contribution of participation guarantees and the delivery of access passwords to the auction system will be carried out.
The edict minute was submitted to a public hearing through a documental exchange from February 13 to 28. The suggestions sent during this period were evaluated for the final composition of the document.
