Consortium Energia Sustentável do Brasil wins the UHE Jirau auction

The Consortium Energia Sustentável do Brasil (CESB) is the winner of the auction of energy from the Jirau hydroelectric plant promoted today (19/05) by the Brazilian Electricity Regulatory Agency (Aneel). The auction, which lasted approximately eight minutes, was ended in the first phase with the bid price from CESB of R$ 71.40 per MWh which represents an accrued liability of 22% in relation to the initial price of R$ 91.00 per MWh. The consortium is formed by the companies Suez Energy South América Participações Ltda. (50.1%); Camargo Corrêa Investimentos em Infra-Estrutura S/A (9.9%); Eletrosul Centrais Elétricas S/A (20%) and Companhia Hidro Elétrica do São Francisco – Chesf (20%).

The group, which will build the UHE Jirau on the Madeira River, in Rondônia, ratified the minimum percentage of 70% demanded by the edict for the destination of energy for the Regulated Contracting Environment (ACR). With the destination to the ACR, a reducing mechanism foreseen was applied in the bidding rules, which resulted in the final price of R$ 71.37 per MWh. This energy will be portioned among 39 distributors. The other 30% can be commercialized to free consumers, large companies that acquire energy directly from the generator.

Aneel set up a special infrastructure with rooms used in the confinement regime of the competitors to provide information security in the dispute. Held via a private network of computers at the Aneel headquarters in Brasília, the auction had the participation of two consortiums. The other participating group was the Consortium Jirau Energia, formed by Odebrecht Investimentos em Infra-Estrutura Ltda. (17.6%); Construtora Norberto Odebrecht S/A (1%); Andrade Gutierrez Participações S/A (12.4%); Cemig Geração e Transmissão S/A (10%); Furnas Centrais Elétricas S/A (39%) and Fundo de Investimentos e Participações Amazônia Energia II (FIP – formed by Banif and Santander banks) (20%).

Chronogram – According to the chronogram, the winning consortium will have until June 9th to present the documentation related to the qualification for the homologation of the auction’s final result. The documents are of judicial, technical and economic-financial qualification and fiscal regularity. The sigining of the concession contracts and CCEARs should be signed in January 2009. The winner will sign the commercialization contracts in the regulated environment (CCEAR) with the duration of 30 years, for the generation of energy for the National Integrated System.

Plant – UHE Jirau will have 3,300 megawatts of installed capacity. The undertaking should generate energy starting in January of 2013, date foreseen for entering in operation of the first three generating units. The project includes the installation of 44 turbines and the reservoir area will have 258 square kilometers. The deadline, counting from the signing of the concession contract to the final implementation of the undertaking, is 90 month, equivalent to 7.5 years. The total investment value, assessed by Empresa de Pesquisa Energética (EPE), for building the UHE Jirau was defined in R$ 8.7 billion, with a reference date of October 2007.
