Aneel approves criteria to send energy to Argentina in 2008

Today (5/20), the Brazilian Electricity Regulatory Agency’s (Aneel) board approved the normative resolution that establishes the criteria to be adopted by the National Electric System Operator – ONS and the Chamber of Electric Energy Commercialization – CCEE to supply electric energy to Argentina in 2008.

The text regulates Resolution # 3 of the National Energy Policy Council (CNPE), of April 24, 2008, which establishes that the exportation to the neighboring country will be done in an exceptional and uninterrupted manner between May and August of this year. The CNPE resolution also deals with the obligatory return of the energy by Argentina between September and November 2008. The energy loan is conditioned on the operating security of the National Interconnected System (SIN).

According to the criteria approved today, the energy sent to the Argentine market could be hydraulic, thermal or a combination of the two. Thermoelectric generation could be from any venture so long as it is not necessary to meet SIN demands.

In the case of hydraulic energy, exportation will only occur when the water cannot be stored by the hydroelectric plants. This condition could exceptionally be altered by an Electric Sector Monitoring Committee (CMSE) decision and only for those plants located in the southeast and midwest.

The eventual reduction in reservoir levels as a consequence of energy exports will not be considered in the price formation for the short-term market and in the ONS operating schedule. Before beginning the export process, the Operator shall ascertain, through a technical note sent to the Agency, that the sum to be sent to the Argentine market will not compromise the Interconnected System.

Aneel submitted the document to the public hearing process from April 30 to May 14 at the link Audiências/Consultas/Fórum/Consulta Pública Ano 2008 on the Agency’s web site. Twelve institutions provided contributions that resulted in the resolution to be published tomorrow in the Official Federal Gazette.

Garabi – Aneel also approved the resolution that authorizes Companhia de Interconexão Energética – Cien to import and export electric energy to Argentina through the Garabi conversion station, located in Garruchos, in the state of Rio Grande do Sul.
