Consumers and associations presented contributions for Celtins tariff revision

Today (6/5), in Palmas (TO), the Brazilian Electricity Regulatory Agency (Aneel) concluded the presential phase for public hearing contributions for the Companhia de Energia Elétrica do Estado do Tocantins’ (Celtins) second periodic tariff revision, which began last May 8.

The public hearing was conducted by Aneel director, Joísa Campanher Dutra Saraiva, and it had the participation of 170 people including consumers, resident associations, consumer defense entities, social movements and congressmen.

The revision’s average preliminary index is –7.89% (reduction). After analysis of the contributions sent in writing and gathered during the hearing, Aneel will define Celtin’s final index, which will go into effect next July 4. The distributor serves 378,380 consumer units in 139 townships in Tocantins.

The proposed tariff reduction is the result of the company’s greater productivity and lower average cost of capital (which defines concessionaire remuneration). The technical note with the Celtins revision proposal is at “A Aneel/ Audiências/Consultas/Fórum on Aneel’s web site (www.aneel.gov.br).

The tariff revision is foreseen in the concession contracts to achieve a balance in the tariffs based on remuneration from company investments geared towards providing distribution services and covering expenses effectively recognized by Aneel. This should be applied in the distribution concessionaires on average every four years. Besides Celtins, 35 other distributors shall undergo the second cycle of the tariff revision. In 2009, there will be 17 concessionaires. Two more companies will be submitted for revision in 2010. In 2007, seven distribution concessionaires underwent the process: Coelce (CE), Eletropaulo (SP), Escelsa (ES), Celpa (PA), Elektro (SP), Bandeirante (SP) and CPFL Piratininga (SP). They all had tariff reductions.
