The first Public Calling for the qualification of the plants interested in sharing transmission installations which will be bid on an implemented with the purpose of allowing access to the Basic Network of the National Interconnected System (SIN) starts today (06/11). The process is directed to enterprises of sources of wind, biomass or small hydroelectric centrals located in Mato Grosso do Sul and Goiás which will have until next Wednesday (06/18) to fill in the enrollment form available on the Empresa de Pesquisa Energética (EPE) site.
The Brazilian Electricity Regulatory Agency (Aneel) board of directors approved yesterday (06/10) the opening of the Public Calling to allow for EPE to dimension the shared connection installations which will be granted to the transmitters through a public bidding. This process makes it possible also for the participation of these plants in the first auction of reserve energy – directed to biomass enterprises, anticipated for July 30th of this year.
The transmission enterprises to be tendered, called Transmission Installation of Exclusive Interest of Generation Centrald for Shared Connection (ICG), will work as collection stations for energy produced by the implemented plants in their respective performance areas.
Regulation of installations – Anticipated in Decree nº 2.655/1998, with addition given by Decree nº 6.460/2008, the Public Calling and the criteria and general conditions for the classification of ICGs were approved and regulated yesterday (06/10) by Aneel, in a resolution which established the procedures for access to the generation centrals of wind source, of biomass enterprises and small hydroelectric centrals (PCHs) to the Basic Network of the Interconnected System. The Agency’s resolution is resulting from a public hearing held between January 16 and February 18 of this year.
The participation in the Public Calling will be done through filling out the electronic form on the EPE site and the deposit of the financial guarantees at a time an location to be defined at a opportune time by Aneel, in a Relevant Communication to be published on the electronic address www.aneel.gov.br. The value of the guarantees will be proportional to the maximum injective power in the system from the connection point to the Basic Network. The energy injected in the system can be negotiated in the Free and Regulated Contracting by the Commercialization Chamber of Electricity (CCEE) environment.
The contracts for Transmission Connection (CCT) and Use of the Transmission System (Cust) should be formalized by the representatives of the enterprises participating in the ICG in up to 60 days from the signing of the Concession Contract by the transmitters who win the tender for exploring the installations.
The chronogram of the first Public Calling establishes that the deposit of guarantees should be done on June 19, the publication of the list of those qualified on the 30th, and the disclosure of the final relation of ICGs on July 17th of this year.
