Rhe Special Tender Commission at the Brazilian Electricity Regulatory Agency (Aneel) disclosed today (06/20) the report of the companies qualified in the auction of the Jirau hydroelectric mill, on the Madeira River (RO), held this past May 19th, in Brasília. The list will be available in the Commission’s Judgment Report , at the link Espaço do Empreendedor/Editais de Geração/Leilão 05/2008 at the electronic address www.aneel.gov.br.
Besides the Energia Sustentável do Brasil Consortium (Cesb), winner of the auctions, 39 distribution leasers were qualified which acquired energy from the future undertaking. The deadline for delivering the qualification documents ended the 9th. By the edict rules, the companies are required to prove judicial, technical and economic-financial qualifications and fiscal order.
The next step will be the adjudication (ratification) of the auction results and the homologation of the process by the Aneel board of directors, expected to take place on July 23rd, according to the tender chronogram. The mill’s concession contract and the Contracts of Purchase of Electric Energy in the Regulated Environment (CCEARs) should be signed in January 2009.
The concession for building and exploring the Jirau hydroelectric mill was auctioned by CESB for the final price of R$ 71.37 per megawatt-hour (MWh), with a discount of 22% in relation to the R$ 91.00 MWh initially established. This value will be applied to 70% of the energy produced by the mill and sold to the distributors through CCEARs lasting 30 years. The other 30% of the energy will be negotiated in the Free Contracting Environment (ACL).

UHE Jirau will have 3,300 megawatts of installed capacity. The undertaking should generate energy starting in January of 2013, date foreseen for entering in operation of the first three generating units. The project includes the installation of 44 turbines and the reservoir area will have 258 square kilometers. The deadline, counting from the signing of the concession contract to the final implementation of the undertaking, is 90 month, equivalent to 7.5 years. The total investment value, assessed by Empresa de Pesquisa Energética (EPE), for building the UHE Jirau was defined in R$ 8.7 billion, with a reference date of October 2007.
