Concessions of new transmission lines will be disputed by 27 participants

Companies from Brazil and Spain confirmed participation in the auction of concession of 19 transmission lines and 20 substations that the Brazilian Electricity Regulatory Agency (Aneel) will hold tomorrow (06/27) at 10 a.m., in Rio de Janeiro, in a public session lead by the São Paulo Stock Market (Bovespa). The 12 lots offered will be disputed by the 27 companies, which participant individually or are integrants of the 8 qualified consortiums.

The right to dispute the concessions was confirmed today (06/26) after the deposit of proposal guarantees at the Brazilian Company of Settlement and Custody (CBLC), in São Paulo. In the group of 27 qualified participants for the auction, 24 are national and three are Spanish.

Of the 31 pre-qualified companies, four will not participate individually of the auction due to not having furnished guaranteed for any of the lots. They are: Abengoa Construção Brasil Ltda., Abengoa S/A, Integração Transmissora de Energia S/A and Engevix Engenharia S/A.

All the s consortiums are apt for the dispute. Schahin Engenharia S/A didn’t furnish guarantees in lots A, E, H, J and K, but participates in lots B, D, F, I and L. TPI Triunfo Participações e Investimentos S/A is out of the dispute in lots A, B, C, E, H, J and K, but participates in the dispute for lots F, I and L. The company Elecnor S/A did not deposit guarantees in lots D, E, F, G, H, I, J, K and L, but is in the dispute integrating consortiums. Terna Participações S/A will not compete in lots E, F, H, J and K, however it madde the deposits to compete in lots G, I and L.

The concessions that will be auctioned designated to the building, operation and maintenance of approximately 3 thousand kilometers of new transmission lines of the basic network to be built in 12 states: Amapá, Amazonas, Bahia, Goiás, Mato Grosso, Minas Gerais, Pará, Paraná, Rio de Janeiro, Rio Grande do Sul, Santa Catarina and São Paulo. The enterprises will go into operation within deadlines that vary from 15 to 36 months, after the signing of the concession contracts. The necessary investments were estimated at R$ 2.86 billion.

The new lines will reinforce the transmission capacity of the National Interconnected System (SIN) and allow for the generation of approximately 28.6 thousand direct jobs in the North, Northeast, Mid-West and South regions.

By the auction standards, those who offer the lowest tariff, or in other words, the lowest Allowed Annual Revenue (RAP) for the transmission service rendering will be declared the winner. The registered discounts between the annual permitted revenue foreseen in the edict and the bids in the auction should reflect in the final calculation of the tariffs paid by the consumer.

It will make the interconnection of several isolated regions to the National Interconnected System (SIN) possible. Thus, it will appease the consumer’s tariff reduction by cutting the expenses related to the Conta de Consumo de Combustíveis Fósseis (Fossil Fuel Consumption Account – CCC). In 2008, the Account value was approved at R$ 3 billion.
