Aneel concludes successfully the transmission auction

The Brazilian Electricity Regulatory Agency (Aneel) concluded, successfully, the transmission auction held today (06/27), in Rio de Janeiro. All the concessions of 19 lines and 20 substations offered were auctions by companies and consortiums in Brazil and Spain. The proposals offered had discounts which vary from 0.39% to 51.27%. The average discount was 20.18 %. The public session was conducted by BM&F Bovespa – Bolsa de Valores de São Paulo (São Paulo Stock Market – Bovespa).

The company Cteep – Companhia de Transmissão de Energia Elétrica Paulista – was the great auction winner, auctioning the concession of five lots: E, F, H, I e K. Spanish company Isolux Ingenieria S/A won the concession of the two initial lots A and B which along with lot C, won by the consortium Amazonas compose the Tucuruí-Manaus-Macapá line, with 1,829 kilometers of extension in an entrepreneurship to be built in the Amazon Rainforest.

At a press conference, Aneel’s general director, Jerson Kelman, emphasized the importance of the auction of lots A, B and C, which are going to connect the North region – whose fuel for thermal generation is subsidized by the Fuel Consumpution and Account (CCC) – to the National Interconnected System with direct benefits for the population. Today for the region of Manaus the CCC cost represented approximately R$ 1.5 billion. With the interconnection there will be a reduction in this bill paid by all electricity consumers in the country. ‘For the consumer it will represent a value 20% lower than today’. Also participating in the press conference were interim minister of Mines and Energy, Márcio Zimmerman, Aneel director Joísa Campanher Dutra, Aneel Tender Commission president, Hélvio Guerra, the Agency’s Transmission Concession superintendent, Jandir Nascimento, and representatives from the winning companies.

The auctioned concessions were designated to the building, operation and maintenance of approximately 3 thousand kilometers of 19 lines and 20 substations of the Basic Network which will be built in the states of Amapá, Amazonas, Bahia, Goiás, Mato Grosso, Minas Gerais, Pará, Paraná, Rio de Janeiro, Rio Grande do Sul, Santa Catarina and São Paulo. The entrepreneurships will generate 28.6 thousand direct jobs and should go into effect within 15 to 36 months after the signing of the concession contracts. The total investments for building the lines are estimated at R$ 2.86 billion.

The transmission concession period is 30 years. In the auction, those who offer the lowest tariff, or in other words, the lowest Allowed Annual Revenue (RAP) for the transmission service rendering were declared the winner. The registered discounts between the allowed annual revenue foreseen in the edict and the bids in the auction will result in benefits to the consumer, once that the tariff for use of the transmission systems id one of the tariff cost components paid by the final consumer to the distributors, besides contributing to greater competitiveness in the national productive sector.

Disput – Spanish Isolux Ingenieira S/A auctioned two lots. The first, lot A, with the LT Tucuruí – Xingu (PA) and LT Xingu – Jurupari (PA) stretches and two substation, with the discount of 24.59% and the Allowed Annual Revenue of R$ 74,300,000.00. For lot B, LT Oriximiná – Jurupari (PA), LT Jurupari (PA) – Laranjal (AP), LT Laranjal – Macapá (AP) and two substation, the company offered the bid of R$ 71,880,000.00, which represents a discount of 16.90% in relation to the initial price.

Brazilian consortium TBE Centro-Oeste, composed by Empresa Amazonense de Transmissão de Energia S/A – 51% and Cemig Geração e Transmissão S/A – 49% was the winner of lot D upon offering the bid of R$ 25,950,000.00, which represented 29.48% lower percent in relation to the RAP.

Cteep – Companhia de Transmissão de Energia Elétrica Paulista – auctions five lots. In E, with the offer of R$ 6,103,621.00 for the stretch LT Interlagos – Piratininga II –SP, which represented a discount of 32.85%. In F for the stretch LT Nova Santa Rita – Scharlau in Rio Grande do Sul, the company made the bid of R$ 3,674,900.00. A value of 0.39% in relation to the initial Revenue, the lowest discount of the auction. In lot H with three substations located in São Paulo, the company won the auction upon offering R$ 10,321,740.00, with a deságio of 51.27%, the largest registered in the dispute. In lot I, with the value of R$ 6,616,070.00, with discount of 0.50%. In lot K, the company offered R$ 2,622,492.00, with discount of 27.83%.

Companhia Hidro Elétrica do São Francisco – Chesf was the winner in lot G, LT Eunápolis – Teixeira de Freitas II (BA), with the final RAP of R$ 2,980,000.00, with a percent of 38.33% lesser in relation to the initial RAP.

Lot J, with SE Venda das Pedras (RJ), was auctioned by Elecnor Transmissão e Energia S/A, with the offer of R$ 4,970,000.00, representing a discount of 28.51%. The company also won Lot L, with LT São Simão (MG) – Itaguaçu (GO) and LT Itaguaçu – Barra dos Coqueiros (GO), upon offering R$ 4,541,071.00 – discount of 45%.

Lot C – Aneel’s Special Tender Commission disclosed the Relevant Announcement n° 03 referring to the judgment of the resource imposed by Consórcio Amazonas about lot C in which is clarifies the reason for which there will be a repetition of the tender in the referred to lot. CEL also decided that lot C will be reopened after the finalization of the lat lot, (L). The winning consortium is composed of Centrais Elétricas do Norte do Brasil S/A – Eletronorte – 30%; Companhia Hidroelétrica do São Francisco – Chesf – 19.5%; Abengoa Concessões Brasil Holding S/A – 30%; Fundo de Investimentos em Participações Brasil Energia – 20.5%. The bid given in the auction was R$ 101,607,568.00 which represented a discount of 7% in relation to the edict’s proposal.
