Proposal for Madeira Complex transmission line auction notice under consultation

Electric Energy National Agency (Aneel) approved today (07/08), in a referee board of directors’ meeting, the instatement of a documental Public Hearing to obtain contributions to 007/2008 auction notice proposal for enterprises that shall connect power plants from Madeira River Hydroelectric Complex power plants, in Rondônia to the National Interlinked System (SIN).

Bid aims at granting seven lots with the whole power lines and substations scheduled in the Federal Government planning, according to resolution # 4/2007 from the Energy Policy National Council (CNPE) and resolutions from the Privatization National Council (CND) # 10/2008, which propose including the said enterprises into the Privatization National Program (PND).

Rules – In compliance to directive from the Ministry of Mines and Energy, the auction shall have two technological options: one characterized by direct current facilities (CC Option) and the other by direct and alternate current facilities, called hybrid option (HB Option). A bid with the chance of choosing between two technologies shall contribute to foster competition and consequent taxation mode.

According to the hearing minutes, the auction shall have two phases. The first one shall select the technological option between CC and HB. The winning option shall be the one whose sum of the lowest bids for their respective lots (A to E) is the lowest. The second one shall be the auction of the seven lots proper, with the technological option that won the first phase in compliance with criteria already adopted by the Agency for power line auctions: the winner shall be the one that offers the lower tariff. That is, the smaller Allowed Annual Revenue (RAP) for power line service provision.
