Company contributes to improve proposal that limits the transfer of generation costs in the isolated systems

Today (7/24) in Manaus, the Brazilian Electricity Regulatory Agency held a public hearing about the proposal that limits the transfer of generation costs for energy produced by hydroelectric and thermoelectric plants in the isolated systems to final consumer tariffs. The meeting was held by Aneel director Romeu Donizete Rufino.

Forty-seven people participated in the live session, including concessionaire representatives like Manaus Energia S/A (AM), Centrais Elétricas de Rondônia (Ceron), Companhia de Eletricidade do Acre (Eletroacre) and Centrais Elétricas do Norte do Brasil S/A (Eletronorte), as well as sector entities and generators such as Guascor do Brasil, which operates through subsidiaries like Produtor Independente de Energia (PIE) in the region.

The objective of the presential hearing is to gather live contributions from consumers, civil society institutions, companies, class associations and other segments of civil society interested in the proposal. Aneel will analyze the information obtained from the public hearing and issue a regulatory act that will establish the transfer limit for electric energy generation costs to distribution concessionaire and permissionaire tariffs that operate in the isolated systems.

Aneel’s proposal establishes that distributors can only transfer75% of the Annual Reference Value (VR)* to the tariffs to cover costs related to energy bought from hydroelectric plants. Since the VR in 2008 is equivalent to R$ 139.44 (megawatt-hour) MWh, the proposed limit was set at R$ 104.58 MWh.

In the case of thermoelectric plants, since fuel installation, operation and maintenance costs vary according to the venture’s location, the size of the generator plants and the load factor, suitable levels or power bands were defined that consider their particularities. The Equivalent Hydroelectric Energy Tariff (TEH)** and the ICMS will be added to these factors. The transfer limit values per thermoelectric power band vary from R$ 69.79 MWh to R$ 167 MWh.

The definition of this limit has been in public hearing since June 26. The deadline for contributions in writing will close tomorrow (7/25).
