Aneel publishes important report about reserve auction plants

Aneel’s Special Auction Comission (SAC) published today (08/04) the Important Report no. 7 which informs on the exclusion of the thermoelectric power plants Equipav and Monteverde from the relation of undertakings qualified to take the participation guarantees at the reserve energy auction, which is going to be exclusively for biomass this year.

The plants did not follow the qualification conditions established in the contest’s public note. Accordingly, 97 undertakings are qualified and will confirm their presence at the auction by depositing the participation guarantees tomorrow (08/05) from 10:00 a.m. to 5:00 p.m. at the Transamérica Flat International Plaza hotel, located on Rua Alameda Santos, nº 981, Cerqueira César district, São Paulo.

The list of undertakings, available on the Undertaker’s Space profile at the link Generation Public Notes on the Agency’s home page (www.aneel.gov.br), considers the thermoelectric power plant São José Colina Fase 1 and São José Colina Fase 2 as two separate plants. As a result, the complete list comprises 97 power plants.

The contest is due to the August the 14, when reserve energy by availability contracts are going to be negotiated via internet. The contracts will have a 15-year validity and should begin in 2009 and 2010. The reserve energy contracting auction is determined by the Writ 10.848/2004, in the Dispatch no. 6353/2008 and at the MME Decrees no. 331/2007, 020/2008 and 069/2008.

The installed capacity of the 97 undertakings totalizes about 5,260 megawatts (MW). The initial Undertakings Classification Index (UCI), defined by the Ministry of Mines and Energy (MME), is of R$61 per megawatt-hour (R$/MWh). In order to estimate the value to remunerate appropriately the Fixed Income for each Physical Guarantee unit generated at those plants, the undertaker must add the UCI value to their undertaking’s Annual Variable Income.
