The Special Tender Commission (CEL) at the Brazilian Electricity Regulatory Agency (Aneel) disclosed today (08/09) Relevant Announcement n° 05. The document brings the suspension of the contribution of guarantees and the delivery of enrollment documents marked for next Tuesday, August 12th. The training designated to the participants about the systematic and simulation of the auction were also suspended.
The new dates will be disclosed in the next few days, as well as the chronogram alteration, through a Relevant Announcement. The documents relative to the auction are available on the Agency’s electronic page under the profile ‘A Aneel’, at the link Licitações/Editais de Geração.
Classified as A-3, the auction is going to negotiate on the internet contracts of energy commercialization with beginning of supply in January 2011. The auction is directed towards new generation enterprises not yet authorized, enlargement projects of existing mills and energy importing entreprises. Mills granted or authorized up until March 16, 2004 and projects that went into commercial operation starting January 1, 2000 whose energy was not contracted until March 16, 2004 can also participate, according to article 17 of law n° 10.848/2004. The buyers will be electricity distribution leasers.
Two types of Contracts of Purchase of Electricity in the Regulated Environment (CCEARs) will be negotiated: by quantity* for 30 years (hydraulic sources enterprises) and by availability ** for 15 years (other sources).
*Contract for quantity –considers the sum of energy associated to the potency installed of the mill which is passive to contracting.
**Contract for availability – based on the possibility of generation of the enterprise starting from the existence of the source of energy. This source, in the case of thermoelectric mills, should be petroleum, natural gas and organic material residue products. In the case of wind mills, the wind and, solar mills, the sun.
