Public announcement of the second 2008 transmission auction approved by Aneel board

The final version of the 006/2008 auction public announcement for the National Interconnected System (SIN) Basic Network’s transmission installation tender was approved today (9/2) by the Brazilian Electricity Regulatory Agency’s (Aneel) collegiate board. Projected for October 3 of this year, the auction will offer concessions for six transmission lines with a total estimated extension of 356 kilometers (km) and for substations divided into seven lots. The auction will be held at the Rio de Janeiro Stock Exchange in a public session conducted by the Bovespa BM&F.

The tendered installations will be located in the states of Piauí, Maranhão, Minas Gerais, Rio Grande do Sul, Bahia and Pernambuco. Public or private, domestic or international companies can participate in the auction individually or in consortiums, as can Investment Fund Participations (IFP). The projection for commercial start-up of these ventures is 16 to 24 months after signing the concession contracts.

The main change in the public announcement in relation to prior tenders is the inversion of phases, which consists of legal, technical, economic-financial and fiscal approval after holding the auction. In the phase preceding the auction, the only requirements will be the registration documents and confirmation of participation by interested parties by means of the financial guarantee deposit demanded in the process.

In the specific case of Lot F, the public announcement states the need to transfer to the transmission firm that wins the Missões (RS) substation tender, which belongs to the Rio Grande Energia S/A (RGE) distributor, which will become part of the Basic Network. The operation foresees indemnification for installations and equipment.

For Lot G, the document also determines acquisition by the winner of a section of a double circuit transmission line section about 22 km long, as well as line entries for the Pirapama II substation, which will become part of the Basic Network. These installations belong to independent energy producer, Termopernambuco S/A, which will also be indemnified.

According to the public announcement timeline, registration documents and guarantee deposits shall be made on October 1. The list of companies able to participate in the auction will be released on the 2nd, the day before the auction. Delivery of documents for the post-qualification of winners will occur on the 8th of that month. The concession contract signing date will be defined in a timely manner.

The public announcement text results from the 27 contributions presented by six companies in the document public hearing process held by Aneel last August 13-20.
