Aneel approved the tariff review index for Chesp (GO)

The board of the National Electric Energy Agency (Aneel) approved today (Sept. 9) the periodic tariff review of distributor Companhia Hidroelétrica São Patrício (Chesp). The new rate will take effect Friday (Sept. 12) to 27.6 thousand consumer units in nine municipal districts of Goiás: Carmo do Rio Verde, Ceres, Ipiranga de Goiás, Nova Gloria, Rialma, Rianópolis, Santa Isabel, São Patrício and Uruana.

 

The average effect that will be perceived by Chesp consumers, from next Friday on, is an average reduction of – 3.62% (negative), because Companhia Energética do Goiás (Celg), a company the supplies energy to Chesp, is unable to implement the readjustment of its tariffs as a result of non-payment of duties imposed by the industrial energy. For residential (low voltage) consumers, the index that should be perceived is – 1.84% (negative) and for industrial (high voltage) consumers -13.65% (negative).

 

After Celg pays its debts, the rates will be changed. The Agency will publish in Diário Oficial da União, the Official Journal, the new date for the adjustment implementation, as soon as the payment of duties is confirmed. Therefore, Chesp tariff revision index – considering Celg debt settlement situation – results in an average reduction of – 0.51% (negative) with effects of – 10.30% (negative) for industrial (high voltage) consumers and 1.22% for residential consumers.

 

The current process of tariff review does not fully absorb the pending percentage related to the tariff revision in 2004, when Aneel authorized only part of the review index and divided the remaining percentage to be applied from 2005 to 2008. Then, there is still some debt to be paid by the concessionaire consumers, from which R$ 1.551.853,71 were paid by the distributor in this second review. The recovery of the remainder will be examined by technical areas of Aneel for an appropriate regulatory solution, without compromising the tariff pricing and the economic and financial balance of the concession.

The tariff review described in the concession contracts aims at a tariff balance based on the remuneration of investments made by companies focused on the provision of services, distribution and coverage of expenses effectively recognized by Aneel. It is applied to distribution concessionaires every four years on average.

 

This year, 36 distributors will be considered by the second tariff revision. In 2009, 17 will be reviewed. Two more companies will be subject to review in 2010. In 2007, seven distribution companies began the review process: Coelce (EC), Eletropaulo (SP), Escelsa (ES), Celpa (PA), Elektro (SP), Bandeirante (SP) and CPFL Piratininga (SP).
