The second transmission auction winnin companies were licensed by Aneel

Fonte: ANEELAneel’s Special Bidding Commission – Comissão Especial de Licitação (CEL) publicized, today, 15/10, the transmission line second auction winning company post-qualification result, which was held last 3rd, at Rio de Janeiro Stock Market, in an open court conducted by BM&F Bovespa.

After the analysis of judicial, technical, financial-economic, and tax elegibility documents of the State Companies: Centrais Elétricas do Norte do Brasil S/A (Eletronorte), Furnas Centrais Elétricas S/A, Eletrosul Centrais Elétricas S/A, Companhia Hidro Elétrica do São Francisco (Chesf), and the private company Neoenergia, the winning companies were considered licensed. Rules – the phase inversion, i.e., the licensing after the auction public session, was established only for the winners by the new system for this auction, au contraire of the previous transmission biddings. The next phase is the homologation and adjudication (ratification) of the auction’s result, which is expected for 7th November, according to the publication’s schedule.

Auction – the auction had the participation of state companies. Eletrobrás subsidiries bought five batchs. The winning proposals had depreciation within 0.6% and 60%. The average depreciation was 37.62%. See here the auction’s result.

The auctioned concessions are for the construction, operation and maintenance of approximately 356 kilometers of 6 lines and 7 substations of the Basic Network, which will be built in the states of: Piauí, Maranhão, Minas Gerais, Rio Grande do Sul, Bahia and Pernambuco. The ventures will create 4,900 direct jobs that will start within 16 and 24 months after the concession contract signing. The total investments for the lines’ construction are estimated in R$ 500 million.

The transmission concession period is 30 years. In the auction, the winning companies and consortiums were those ones that offered the lowest tariff, i.e., the lowest Annual Permited Income – or Receita Anual Permitida (RAP) for the service. The recorded depreciations between the annual income estimatedin the publication and the bids at the auction will result in benefits for the power distributors’ ultimate consumers, besides contributing for higher competitiviness in the national producing segment.
