The Madeira”s transmission line auction is postponed

Fonte: ANEELThe collegiate board of Aneel approved today, (21/10), the republication of the auction publication for the transmission installation concessions that should integrate the river Madeira’s Hidroelectric Complex, in Rondônia, to the National Interconected System (SIN). The publication’s new version will be published next Friday 24/10.

According to the updated schedule, the auction will be held on 28th November. The auction’s date change will not compromise the ventures’ work schedule, which was priorly set up by Aneel. The concession contracts will be signed in January 2009.

The document approved version brings changes in the established rules in the publication for the first dispute phase, i.e., in the choice of the technology that will be used: continuous current (CC) or hybrid current (HC – alternate and continuous). The alteration is necessary to evaluate which will be the technology choosing system in cases where there is an empty batch in both alternatives. By the prior system, RAP-teto that was defined in the publication would be chosen in such case.

According to the new system, there will be the technology option definition when, at least, one of the options have two valid bids for all the five batches. It was also eliminated the possibility of continuing the auction in case there is no proposal for any of the alternatives. The winning technology option will be defined by the sum of the lowest values proposed for each one of the batchs (from A to E) of the alternatives CC and HB.

In the cases of batchs F and G, because they are similar in both technologies, it will continue the already established technology, i.e., they will be bidded after technology definition option.

The bid is scheduled at 10 a.m., in open session at Rio de Janeiro Stock Market and conducted by BM&F Bovespa. See here the batch list that will be auctioned with possibility of bids for both technologies.

By the new approved schedule, the registration and guarantee presentation should be done from 9 until 14 hours on 26th November at Companhia Brasileira de Liquidação e Custódia (CBLC), in São Paulo. The winners’ elegibility document presentation sould be done on 5th December and the auction result homologation should be done on 21st January 2009.

Connection to SINMadeira’s transmission installations will be divided into seven batchs with the transmission lines and estimated substations in the Federal Government plan. The approximate interconnection extension will be 2,375 kilometers (kmts) to the connection to the National Interconected System. The forecast commercial operation time of the installations is within 36 and50 months from the concession contract signing. The investment estimate for all the batchs, made by Empresa de Pesquisa Energética (EPE), is R$ 7,2 bilhões.
