It was approved the transmission publication for Basic Network access installation auction

Fonte: ANEELAneel approved today, 23/10, in an extraordinary board meeting, the auction publication for the transmission installation concessions that will connect 27 biomass plants and small-sized power plants (PCHs) of Goiás and Mato Grosso do Sul states to the National Interconected System (Sistema Interligado Nacional (SIN)).

The concessions will be bidded on next 24th November, when they will be taken to auction: three batches with integrant installation of Basic Network, Transmission installations of Exclusive Interest of Generation Centrals for Shared Connection (ICG)** and Individual and Exclusive Installations of the Generation Centrals (IEG)***. They will be 11 lines and 9 Basic Network substations; 5 lines and 13 ICGs’ substations, and 20 IEGs’ lines. See here  the batch list with what is included in the auction.

The ventures were defined in the Planning Estatutes of the Energy Research Company (EPE). The commercial operation start period is of 18 months from the concession contract signing, which is of 30 years.

The transmission installations to be bidded were dimensioned by EPE based on the demand by connection of the Interconected System of the 27 allowed generator central in a public call (see here the result) held by Aneel last July. The aim of the auction is to make the energy produced by these two ventures flow, which totalizes approximately 2 thousand megawatts (MW) and it is expected they be operational within July 2010 and December 2013. These plants participated of the first reserve power auction last 14th august.

Rules – According to the publication, the auction winners will have the right to the Annual Allowed Income (AAI) (Receita Anual Permitida (RAP)), which will be made of three parts:

< Basic, transmission network installations >

– The conection costs concerning the ICGs, and

– The conection cost concerning the IEGs.

The first installment value, Basic Network income, will be paid by all SIN’s users by the Tarifa de Uso do Sistema de Transmissão (Tust), which corresponds to a RAP’s percentage of each batch:

Batch A: 64.54%; Batch B: 54.48% and Batch C: 32.84%

The second installment will be shared by incumbency among the producers connected to the shared use installations (ICGs), and they also correspond to a RAP’s percentage of each batch:

Batch A: 18.57%; Batch B: 27.89% and Batch C: 40.71%

And at last, the last part that is part of RAP will also be paid by incumbency by the producers connected to the exclusive use installations (IEGs) and it represents RAP’s percentage of each batch, as below:

Batch A: 16.89%; Batch B: 17.63% and Batch C: 26.45%
