Concessions of new transmission installations will be disputed by 14 companies

Companies from Brazil and Spain are fit to participate in the transmission installation concession auction which will connect 27 biomass plants and small hydroelectric centrals (PCHs) in the states of Goiás and Mato Grosso do Sul to the National Interconnected System (SIN). In total there will be 36 transmission lines and 22 substations, divided in three batches that will be disputed by 14 companies, which participate individually or are part of three consortiums qualified, of which 12 are national and two are Spanish.

The auction will be held by the Brazilian Electricity Regulatory Agency (Aneel) next Monday (11/24) at 10 a.m., at the Rio de Janeiro Stck Market, in a public session lead by BM&FBovespa. The dispute’s objective is to drain the energy that will be produced by these entrepreneurships and which was contract in the Reserve auction, which sums approximately 2 thousand megawatts (MW).

The right to dispute the concessions was confirmed today (11/21), after the delivery of the enrollment documents and the deposit of financial guarantees demanded in the edict. In this auction, there is also the inversion of phases, or in other words, the judicial, technical, economic-financial and fiscal qualification will take place after the holding of the auction’s public session and just for the winners of the dispute. By the edict’s chronogram, the delivery of post-qualification documents by the winners will take place this coming 26th.

The concessions that will be auctioned are designated to the building, operation and maintenance of approximately 2,044 kilometers of nine transmission lines and 22 substations that will integrate the Basic Network*, of the Transmission Installations of Exclusive Interest of the Generation Centrals for Shared Connection (ICG)** and of the Installations of Exclusive Interest and Individual Character of Generation Centrals (IEG)*** to be built in the states of Goiás and Mato Grosso do Sul. The entrepreneurships will go into operation in 18 months, after the signing of the concession contracts. The investments necessary were estimated in approximately R$ 1 billion.

The new lines will reinforce the transmission capacity of the National Interconnected System (SIN) and make possible the generation of approximately 9000 direct jobs.

By the auction standards, those who offer the lowest tariff, or in other words, the lowest Allowed Annual Revenue (RAP) for the transmission service rendering will be declared the winner. The discounts registered between the allowed annual revenue foreseen in the edict and the bids at the auction should reflect the final calculation of the tariffs paid by the consumer.
