With an average discount of 16.15%, biomass plants connection facilities are auctioned by Aneel

The Brazilian Electricity Regulatory Agency (Aneel) successfully concluded the transmission auction carried out today (11/24), in Rio de Janeiro. All the 36 lines 22 substations licenses offered were bought by companies and consortiums from Brazil and Spain. The offered proposals had discounts varying between 10% and 19.15%. The average discount was of 16.15%. The public session was conducted by BM&FBovespa.

In a press conference, Aneel’s CEO, Jerson Kelman, declared that the ‘auction results were completely successful, with all the lots being auctioned, what encourage us for the auction on Wednesday (on the next 26 Aneel will be auctioning the Transmission Lines of the River Madeira Hydroelectric Complex)’

To the CEO ‘it was much more than a transmission lines action. It was an arrangement which allows the implementation of plants which burn sugar cane bagasse in the states of Mato Grosso do Sul and Goiás and those auctioned lots will allow the flowing of energy generated by those plants’. According to the Kelman, ‘it was not a simple institutional arrangement, since it involved Basic Network lines, which will be shared and exclusive use lines for the generators. To carry out this auction, which enables the connection of those plants, a great effort was necessary regarding the biomass sector, by Aneel, the Empresa de Pesquisa Energética (EPE) and the Ministry of Mines and Energy (MME)’.

Other participants in the press conference were Aneel’s director José Guilherme Senna, the Aneel Public Bid president Aneel, Hélvio Guerra, the Agency’s Transmission Licenses superintendent, Jandir Nascimento, and representatives of the winning companies.

The auctioned licenses are destined to the construction, operation and maintenance of approximately 2,000 kilometers of new transmission lines and 22 integral substations of the Basic Network*, the Generation Centrals Exclusive Interest Transmission Facilities for Shared Connection (ICG)** and the Generation Centrals Exclusive Interest and Individual Character Facilities (IEG)***. The transmission facilities will connect 27 biomass plants and small hydroelectric centrals (PCHs) in the states of Goiás and Mato Grosso do Sul to the National Interconnected System (SIN). The undertakings will generate nine thousand direct jobs and will be put in operation in 18 months after the signing of the license contracts. The total investments for construction of the lines are estimated in R$1 billion.

During the auction, the companies and consortiums which offered the smaller tax were declared the winners, i.e., the smaller permissible annual income (RAP) for the services composed by three installments: Basic Network transmission facilities and the amounts equivalent to the connection liabilities of the ICGs and IEGs. Total RAP – the sum of the amounts regarding the three installments – will be obtained when the undertakings enter in commercial operation. This amount will be remunerated until June 30, 2025. After this date, as of June 1, the ICGs and IEGs will be transferred without burdens for the local energy distributors –Empresa Energética de Mato Grosso do Sul S/A (Enersul) and Celg Distribuição.

The registered discounts between the permissible annual income established in the public notice and the bids at the auction will result in benefits for the customer, considering that the tax for use of the transmission systems is one of the tax cost elements paid by the final customer to the distributors, besides contributing for a better competitiveness in the national production sector.

Contest – The Spanish company Cobra Instalaciones Y Servicios S/A bought lot A, comprised of 14 transmission line and seven substation, with a 18.01% discount and Permissible Annual Income of R$48,550,000.00. For the second lot (B), with 9 lines and seven substations, the Brazilian company Elecnor Transmissão de Energia S/A made the offer of R$34,767,780.00, which represents a discount of 10% in relation to the initial price. Lot C, integrated by 13 lines and 8 substations, received the offer of a 19.15% discount and Permissible Annual Income of R$34,500,000.00 of the Transenergia Renovável consortium. *Basic Network transmission facilities– It comprises the set of facilities destined to the energy transmission services in the Interconnected System

** Generation Centrals Exclusive Interest Transmission Facilities for Shared Connection – Transmission facilities and equipment that do not integrate the Basic Network, of common use of wind energy, biomass generation undertakings or small hydroelectric centrals, which allow access the Interconnected System Basic Network.

*** Generation Centrals Exclusive Interest and Individual Character Facilities – facilities of individual use by each plant destined to interconnection of the undertaking to the shared connection facilities (ICGs).
