The auction regarding the transmission lines of Rio Madeira Hydroelectric Complex was held today (Nov. 26) by the Brazilian Electricity Regulatory Agency (Aneel), with the negotiation of seven lots bought a private company and two consortiums with the participation of State companies. In a press conference, the general director of Aneel, Jerson Kelman, declared that ‘the lowest depreciation is the result of well adjusted price and less competition than in other auctions. This auction admitted the technology competition and the option of lowest cost to the consumer was the winner’.
The press conference also had the participation of the executive secretary of the Ministry of Mines and Energy, Márcio Zimmerman, and directors of Aneel José Guilherme Senna and Joísa Campanher Dutra, the president of Aneel Bid Commission, Hélvio Guerra, the superintendent of Aneel Transmission Concessions, Jandir Nascimento, and representatives of winning companies and consortiums.
Dispute – The auction was held in two phases. In the first one, the technology option was selected – the Direct Current (DC) option, which will be applied to all lots (A to E). The hybrid option (HB) was discarded for having an invalid proposal. There was no offer to lot B.
After the technology option selection, the second phase followed the criteria of Aneel for transmission auction: the lowest tariff wins. That is, the lowest Annual Revenue Permitted (RAP) for the provision of transmission services.
The concessions of lots A, C and G were bought by Consórcio Integração Norte Brasil, composed of Eletronorte (24.50%), Eletrosul (24.50%), Abengoa Brasil (25.50%) and Andrade Gutierrez Part (25.50%). The group offered R$ 44.751.600,00 for lot A, which represented depreciation of 0.001% in relation to the Annual Revenue Permitted (RAP) of the invitation to bid. The winning proposal for lot C was R$ 144.754.800,00, depreciation of 10%. The consortium bought the concession of lot G with the proposal of R$ 173.922.000,00. This amount represented 6% reduction in relation to the RAP.
Lots B and E were bought by private company Cymi Holding S/A, with proposals of R$ 35.447.808,00 and R$ 15.463.152,00, respectively. The depreciations in these cases were 15% and 29.50%, the latter being the highest in this auction.
Finally, the Consórcio Madeira Transmissão, the group composed of Cteep (51%), Furnas (24.5%) and Chesf (24.5%), was the winner of lots D and F. The winning proposal to lot D was R$ 176.249.000,00, with depreciation of 0.21%. The group proposed R$ 151.788.396,00 for lot F, a depreciation of 10%.
Connection to SIN – The transmission lines and substations that comprise
The period of transmission concessions is 30 years. At the auction, the winning companies and consortiums were those that offered the lowest tariff, i.e., the lowest Annual Revenue Permitted (RAP) for the service provision. The depreciations between the annual revenue permitted determined in the invitation to bid and the proposals at the auction will result in benefits to the end consumer of the power distributors and contribute to increased competitiveness in the national production sector.
