Nelson José Hubner Moreira took office today (03/13) in the position of general-director of the Brazilian Electricity Regulatory Agency (Aneel) for a four year term (2009 to 2013) with the possibility of reconduct for an equal period. The office was given my the minister of Mines and Energy, Edison Lobão, and had the presence of approximately 300 people, among them government company CEOs from the electric sector, senators, representatives and electric sector agents. After the solemnity, Nelson Hubner received congratulations and granted the first press conference.
In his speech for taking office, Hubner defended the Agency’s autonomy and unlinking of the Regulating Organ’s budget and the ministry of Mine and Energy’s budget. The resources come from the inspection fee charged from all electricity consumers on the electricity bill and constitute an exclusive source of revenue. ‘Certifying excesses in this revenue faced with the resources collected each year, as shown in the effectively carried out budgets, also defending that the values be reviewed, in a manner to contribute to the tariff modicity’, affirmed.
The general-director highlighted that among the greatest challenges of his administration are the tender of plants in the Amazon for better utilization of the energy offer and difficulty for the environmental licensing of hydroelectric plants in the country. The agency shall have pro-active and collaborative shares with environmental licensing organs to reach a greater offer of clean, cheap energy in the Country. ‘These are relevant concerns, having in view global warming and the more effective use of new natural energetic resources’, he said.
The reviews and readjustments were also approached in Hubner’s speech. According to the general-director, ‘there is a tariff asymmetry paradox, where poorer regions end up having more elevated tariffs, while others, with greater acquisition power, have lower tariffs’.
