Aneel approves CCC amount for 2009

Annual quotes for the Fossil Fuel Consumption Bill (CCC) for 2009 were settled today (03/31) by the Brazilian Electricity Regulatory Agency’s (Aneel) College Board of directors. The $2.471 billion amount represents a 30% decrease in comparison to the R$3.523 billion amount executed in 2008. The collection performed by energy distributors in Brazil will total R$2.170 billion. The remaining amount will be collected by transmitters, R$294 million, and Cooperatives, R$6.6 million.

The CCC is one of the main charges included in the power tariffs. The new amount that was approved today may result in minor tariff readjustment. With the application of the Bill correction, the Agency estimates an average 1% reduction in the charge in the distributors’ tariffs. If the Agency had approved the amount proposed by Eletrobrás, this charge would represent, an average 0.6% increase. The transfer of the CCC variation to customer’s tariffs will only occur on the dates of the annual readjustments or the concessionaires’ periodic tariff readjustments.

Centrais Elétricas Brasileiras S/A (Eletrobrás) presented a R$4.176 billion amount, which is 40.8% higher than the amount approved by Aneel, after forwarding preliminary data of the Plan of Operation, elaborated by the Grupo Técnico Operacional da Região Norte (GTON), and the Annual Fuel Plan (PAC)* of Isolate Systems**, elaborated by the state-owned company, to the Agency.

Eletrobrás forwarded the PAC 2009 to the Agency, with the CCC budget for this year, based on the specific consumption limits of fuels established by the GTON, and the prices applied to customers in September, 2008. The documents went through a public hearing between February 3 and 13, this year, when it received contributions of the sector’s agents.

The difference between the amount presented by Eletrobrás (R$4.176 billion) and the amount approved by Aneel (R$2.471 billion) results mainly from the use of market fuel prices (Resolution no. 347/2009) published by the Agência Nacional do Petróleo, Gás Natural e Biocombustíveis (ANP), the incorporation of new specific consumption limits of fuels established in the Resolution no. 350/2009, and the revision of the Bill’s negative balance. The Acre-Rondônia interconnection to the National Interconnected System (SIN), which is expected to come into operation in the second semester, has also contributed to the Bill’s reduction.

As the Agency had already defined the quota amounts January and February, which total R$435 million, the distributors still have to collect R$1.734 billion during the rest of the year.

Readjustment – The CCC amount approved today may be ser readjusted during this year’s second semester due to the market growth expectation of Isolate and hydraulic generation Systems. The market data is one of the items considered for the Bill’s budget calculation.

CCC is a charge which subsidizes the purchase of the fuel used in the power generation by thermal power plants which serve isolate communities, particularly in the North region. The Bill, instituted by the Law no. 5899/1973 is collected in monthly installments by the distribution and transmission concessionaires, and free customers. The CCC is paid by all power customers in the country and is one of the tariff’s cost items.
