The National Electric Power Agency (Aneel) successfully concluded the transmission auction held today (May/08) in Rio de Janeiro. All concessions of 19 lines and 9 substations offered were outbidded by companies and consortiums from Brazil. The proposals offered had discounts that varied from 0.06% to 47.20%. The average discount was 20.31%. The public session was conducted by BM&F Bovespa.
Out of the twelve lots offered, six were outbidded by consortiums and another six by separate companies. The big winners of the auction were Centrais Elétricas do Norte do Brasil S/A (Eletronorte) and Companhia de Transmissão de Energia Elétrica Paulista (CTEEP), which outbidded the three biggest lots of the bidding (C, D & E). CTEEP, individually, also took lot I. The Porto Velho – Jauru consortium (Eletronorte – 49%, Abengoa – 25.5% & CTEEP 25.5%) won the third circuit of the Acre-Rondônia-Mato Grosso interconnection that, together with the first two sections, concludes the interconnection of that isolated system to the National Interconnected System (SIN).
In a collective interview, the director of Aneel, Joísa Campanher, pointed out that the Agency successfully conducted the first auction of transmission lines of the year and highlighted that “Aneel was able to conduct another auction, guaranteeing transparency and isonomy of participation among all interested parties”. The following also took part in the collective interview: the executive secretary of the Ministry of Mining and Power (MME), Márcio Zimmerman, the president of Empresa de Pesquisa Energética (EPE), Maurício Tolmasquim, the president of Comissão de Licitação da Aneel, Hélvio Guerra, the superintendent of Concessões de Transmissão da Agência, Jandir Nascimento, and representatives of the winning companies.
The concessions auctioned were intended for the construction, operation and maintenance of approximately 2.4 thousand kilometers in 19 lines and 9 substations of the Basic Network, to be constructed in the states of Acre, Bahia, Alagoas, Goiás, Mato Grosso, Minas Gerais, Paraíba, Paraná, Pernambuco, Rio Grande do Norte, Rio Grande do Sul, Rondônia and São Paulo. The undertakings will generate 9.4 thousand direct jobs and should be commissioned between 18 and 24 months after signing of the concession contracts. The total investments for construction of the lines are estimated at R$ 1.787 billion.
The duration of the transmission concessions is 30 years. In the auction, the companies and consortiums that offered the lowest tariff, that is, the lowest Allowed Annual Revenue (RAP) to provide the service were declared the winners. The discounts registered between the annual income allowed foreseen in the RFP and the bids in the auction resulted in benefits to the consumer, since the tariff for use of the transmission systems is one of the components of the tariff’s cost paid by the final consumer to the distributors, in addition to contributing toward greater competitiveness of the national production sector.
Dispute – The CEEE-GT/Procable consortium outbidded the first lot (A) with the discount of 47.20%, the highest registered in the auction, and Allowed Annual Revenue of R$ 5.22 million. For lot B, the company Construção e Manutenção Eletromecânica (CME) offered the bid of R$ 8.97 million, which represents a discount of 0.06% in relation to the initial price, the lowest verified in the bidding.
The Porto Velho – Jauru consortium was the winner of lot C with the bid of R$ 42.68 million, representing 15.34% of discount.
The Porto Velho – Rio Branco consortium outbidded lot D on offering the bid of R$ 24.4, representing 12.28% of the lowest percentage in relation to the initial Allowed Annual Revenue.
Lot E was outbidded by Jauru – Cuiabá consortium, with the offer of R$ 27.51 million and a discount of 30.03%. In F, the company Companhia Hidroelétrica do São Francisco (Chesf) made the bid of R$ 15.89 million. A value 23% less in relation to the initial Income. In lot G, the Transenergia consortium won the session on offering 8.17 million, with discount of 21.32%. Lot H was won by the Empresa Paraense de Transmissão de Energia S.A. (ETEP), with the amount of R$ 8.32 million, representing a discount of 23.1%. In lot I, the company CTEEP offered R$ 21.8 million with discount of 11.03%.
Lot J was outbidded by Copel Geração e Transmissão S.A, with the offer of R$ 7.31 million, representing a discount of 40.5%. The Transenergia Consortium, which had already won lot G also outbidded lot K on offering R$ 7.53 million – discount of 17%. Finally, in Lot L, the company CHESF was victorious and outbidded its second lot in the auction, having already taken lot F.
