Fonte: ANEELCompanies from Brazil and Spain will be qualified to take part in the auction for concession of 19 transmission lines and 9 substations that the National Electric Power Agency (Aneel) will conduct tomorrow (May/08) at 10 am, at the Rio de Janeiro Stock Exchange, in a public session conducted by BM&FBovespa. The lots offered will be disputed by 25 companies, which will take part individually or will be members of the consortium qualified, 22 of which are national, two are Spanish and one is Portuguese.
The possibility of disputing the concessions was confirmed yesterday (May/06), after enrollment and depositing of the guarantees of the Proposal required in the RFP. The new systematics of this auction determines that the enrollment and depositing of the guarantees be made through internet, up to the last 6th, since the guarantees without digital certification or deposited in escrow account were delivered at BM& FBovespa on the 6th.
In this bidding, there is also inversion of phases, that is, legal, technical, economic-financial and fiscal qualification will occur after conduction of the public auction session and only for the winners of the bidding. According to the RFP schedule, the qualification documents of the winners will be submitted next 22nd.
The bidding of the concession of 19 new transmission lines and 9 substations are divided into 12 lots, which will pass through the states of Acre, Bahia, Alagoas, Goiás, Mato Grosso, Minas Gerais, Paraíba, Paraná, Pernambuco, Rio Grande do Norte, Rio Grande do Sul, Rondônia and São Paulo. The construction should be concluded within deadlines that vary from 18 to 24 months, as of signing of the concession contracts that aim at installation, operation and maintenance of the undertakings. The total investments are estimated at R$ 1.787 billion. The new lines will reinforce the transmission capacity of the National Interconnected System (SIN) and enable generation of approximately 9.4 direct thousand jobs.
According to the auction’s rules, those that offers the lowest tariff, that is, the lowest Allowed Annual Revenue (RAP) to provide the transmission service will be declared the winners. The discounts registered between the Allowed Annual Revenue foreseen in the RFP and the bids in the auction should be reflected in the final calculation of the tariffs paid by the consumer.
