The announcement of the auction of 11 new transmission lines was approved.

The Brazilian Electricity Regulatory Agency (ANEEL) approved today (10/20), at a meeting of the elected board, the announcement of the auction for the granting of 11 new transmission lines and eight substations in eight states: Amazonas, Bahia, Ceará, Espírito Santo, Goiás , Maranhão, Mato Grosso and Minas Gerais. Lines, under the government plan, represent the addition of 1079 kilometers to the Basic Network of the National Interconnected System (SIN).

The notice will be published in the Official Journal of the Union on Thursday (10/22), when it will be available at the link Espaço do empreendedor/Editais de Transmissão of the Agency’s website on the Internet (www.aneel.gov.br). In eight lots, concessions of the enterprises will be auctioned on November 27th, at 10 am, at the facilities of the Stock Exchange of Rio de Janeiro, in an open session conducted by the Stock Exchange, Commodities and Futures (BM&FBovespa).

Construction is expected to be completed in period that varies between 15 and 24 months from the signing of concession agreements aimed at the installation, operation and maintenance of projects. The total investments are estimated at R$ 1.3 billion. The implementation of the projects will enable the generation of 6.8 thousand direct jobs.

On October 30th, the clarification of the instructions and procedures of the auction will be provided at a meeting in the auditorium of ANEEL in Brasilia, from the 15h to the 17h. The schedule provides that the registration and transfers of security will be on the 23rd, 24th and 25th of November by the online system, registration closes at 2:00 pm, as the guarantee can be contributed up to 5:00 pm on the 25th. For guarantees without digital certification with regard to performance bond, they will be received only on November 25th from 9:00 am to 5:00 pm on the BM&FBovespa, at Rua XV de Novembro, 275, in São Paulo. The signing of concession contracts is scheduled for April 2010.

Rules –By the standards of the auction, who offers the lowest fare will be declared winner, i.e. the lowest Allowed Annual Revenue (RAP) for the provision of transmission service. Check here the value of the RAP for each lot. Public and private, national and international companies are allowed to participate in the auction, alone or in consortium as well as investment funds registered in participation in the Real Estate Values Commission (CVM). Companies that are not transmission concessionaires and the Consortia that win the auctioned lots will constitute a Specific Purpose Company (SPC) to sign the concession contract.

Registration and contribution of the proposed guarantee may be made through the Internet. The instructions contained in item 6 of the Notice and in the Instruction Manual, both available on the Agency website. BM&FBovespa will confirm prior contribution and validation of the guarantee.

The estimated percentage of the investment to determine the value of the guarantee of faithful compliance is about 5% of the total estimated investment for the venture.

In this auction, it will again be applied the phase inversion after the auction, which is the legal, technical, economic and financial and fiscal enabling. In the run-up to the event, only the registration documents and confirmation of participation of stakeholders will be required through the filing of the financial guarantees required in the process.
