In an interview at the end of the event, General Director of Aneel, Nelson Hübner, said the auction result was ‘positive and all lots were sold. Only one of the lots received a small discount, but we expected this outcome’. Hübner said Aneel sets the Allowed Annual Revenue (RAP) for each auction, reducing the values for each event. ‘As we saw the high discounts, we ourselves found a way to reassess the values’, he said.
According to the general director, the highest RAPs usually generate the most significant discounts, this is because the bigger the RAP, the greater the investment and the competition among companies. The battle for new developments result in benefit to end users of energy.
In the auction, companies and consortia that offered the lowest fare, i.e. the lowest annual income allowed (RAP) for the service, were declared winners. Discounts recorded from the annual income allowed provided in the announcement and the auction will result in benefits to consumers, since the rate of use of the transmission system is a component of cost of the tariff paid by the end consumer to the distributors, and contribute to increased competitiveness of the productive sector.
The period of transmission concessions is 30 years and is destined for construction, operation and maintenance of 1,079 miles of 11 lines and eight substations of the basic network to be built in the states of Amazonas,
Dispute – The Goiás Transmissão Consortium, composed by J. Malucelli Construtora de Obras S/A (31%), Furnas Centrais Elétricas S/A (49%) and Engevix Engenharia S/A (20%) was the winner of the plot by offering a bid of R$ 33,750,000.00, which represented a discount of 32.44% over the initial RAP. The largest batch of the event, with 259 kilometers of transmission lines, also recorded the largest discount.
The Consórcio Nordeste, formed by Companhia Hidro Elétrica do
Consórcio Alupar Bimetal, composed of Alupar Investimento S/A (60%) and Bimetal Industrial Ltda. (40%), scooped lot D, with the provision of R$ 8,424,000.00 which represented a discount of 12.03%.
In group E, the winner was Furnas Centrais Elétricas S/A with the discount of 32%. The company offered the RAP of R$ 5,269,680.00, which made it the winner.
Companhia Hidro Elétrica do
Lot G, was won by the Consórcio MGE Transmissão, composed by J. Malucelli Construtora de Obras S/ (20%), Furnas Centrais Elétricas S/A (49%) and Engevix Engenharia S/A (31%). The group offered R$ 23,007,108.00, representing a discount of 28.02%.
The last lot (H) was bought by Centrais Elétricas do Norte do Brasil S/A (Eletronorte) which offered R$ 3,454,000.00, a value 0.01% lower than the original Revenue, the lowest discount in the auction.
