Aneel promotes unprecedented auction of wind energy on Monday (12/14) in the CCEE

The Auction of Reserve Energy (ARE no. 03/2009) for procurement of energy generated by wind power will be held next Monday (12/14) by the National Energy Agency (ANEEL), at 10am at the headquarters of the Board of Energy Commercialization (CCEE), in São Paulo (SP).  It is the first time Brazil promotes an auction reserve for exclusive dealing of this kind of energy obtained from wind*. The 339 enterprises qualified total power of 10,005 megawatts (MW).

With the auction, Brazil reinforces the profile of power generation from renewable sources, which currently account for 85.4% of the domestic supply of electricity **, especially for hydroelectric generation.  By encouraging this type of generation, the country follows the trend of international development, because the use of wind as a primary energy source has the highest rate of expansion, with average growth of 27% per year, from 1990 to 2008.  The global installed capacity is 121 megawatts.  Of this total, 54% are in Europe, according to data from the Global Wind Energy Council (GWEC).

The Brazilian potential for such generation can reach 145 megawatts, according to the Atlas of Brazilian Wind Potential of the Centro de Pesquisas de Energia Elétrica (Cepel), made in 2001.  Currently, the power of wind farms in operation in Brazil is 602 MW, operated by 36 companies.  Another 10 projects are under construction, with capacity of 256.4 MW and a further 45 projects that have been awarded, with the potential of 2139.7 MW.

Auction –  Of the 339 enterprises qualified for the auction next Monday, 108 projects are in Ceará, with total power of 2515 MW, 105 in Rio Grande do Norte with a capacity of 3629 MW and 67 in Rio Grande do Sul, with 2238 MW . The rest is distributed among the states of Bahia (1,004 MW), Espírito Santo (153 MW), Piauí (336 MW), Santa Catarina (75 MW) and Sergipe (54 MW).

The initial price per Megawatt/hour is R$ 189/MWh.  Victory goes to whoever offers the highest discounts on the figure.  The purchase and sale of energy will have a 20-year duration, from July 1st, 2012, scheduled for the beginning of the supply.  The auction will be conducted through an exclusive electronic system via the Internet.  Interested parties may join him on the CCEE website (www.ccee.org.br).  The event will take place by reversed phase, i.e. only after the bidding phase is that the documents that enable the winners will be analyzed.

The auctions are intended to reserve the hiring of additional energy to the National Interconnected System (SIN) to increase the security of supply and reduce operating costs of the system.  Last year, the first sale of energy generated by biomass (Auction Reserve Energy No. 01/2008) was conducted, and 2379 MW produced by 31 power plants fueled by sugar cane and elephant grass were negotiated, with supply starting this year and in 2010.

* The wind generation occurs by contact with wind blades of the windmill.  In turn, these blades produce mechanical energy that drives the rotor of the turbine, which generates electricity.
