ANEEL approves the announcement for sale of electricity from the Hydroelectric Plant of Belo Monte.

The National Energy Agency (ANEEL) approved on March 18th, in a public meeting of the Board of Directors, the   announcement  of the auction for procurement of electricity generated by the Hydroelectric Power Plant (HPP) of Belo Monte, located on the Xingu River, in Para (PA).  The warning on the announcement was published in the Official Journal of the Union on Friday (03/19).  The draft document was at a Public Hearing, in the documentary exchange mode, from November 5th to 12th, 2009, and the contributions received were considered by the Agency.

The auction will be conducted by ANEEL on April 20th, 2010, by electronic systems, indoors, in the Agency’s headquarters in Brasilia.  Part of the operation will be done by Energy Trading Chamber (CCEE), as delegated by the Agency, according to Order No. 3893/2009. The announcement, the schedule and other documents relating to the auction will be available on the Aneel website   (www.aneel.gov.br) at the Entrepreneur’s Space (Espaço do Empreendedor), on the Generation Bidding/Auction no.  006/2009 link, as of tomorrow (03/19/2010). Entries will be made  on-line,  on the 13th and 14th of April 2010.

The top price was set at R$83 per Megawatt-hour (MWh), established by the Ministry of Mines and Energy (MME).  The winner of the contest will be the company (either national or foreign), FIP (Private Equity Fund) or Supplementary Pension Plan Entities, or even a consortium that brings together all of these types of participants, which offers the lowest bid, in reais per MWh of energy . This energy will be traded through Trading Contracts in Regulated Environments (CCEAR), in the amount of energy mode, with 30-year valid term, with supplies starting in 2015. The amount of investment for the construction of the hydroelectric plant of Belo Monte, defined by the Energy Research Company (EPE), is around R$19 billion.

The plant of Belo Monte will have installed capacity of 11,233.1 MW, generating 4571 MW of physical security.  The development will consist of three separate sites (Belo Monte, Bela Vista and Pimental). The main spillway and the secondary powerhouse, with six Bulbo turbines and total output of 233.1 MW, will be on the Pimental site. The main powerhouse, with 18 Francis turbines with a total capacity of 11 megawatts will be installed on the Belo Monte site. The spillway will complement the Bela Vista site. The two powerhouses will be installed in Vitória do Xingu (PA).

According to the guidelines established by Ordinance MME No..  417 of October 29th, 2009, if the winner is a consortium, FIP, supplementary pension plan entity or foreign company; it must be formed, before the award, a Special Purpose Society (SPC). In addition, the percentage of energy to be negotiated in the ACR (Regulated Contracting Environment) will be at least 90%, in the absence of consumer participation in the SPE, who is destined to energy, for their exclusive use (Art. 26 of Law no. 11.488/2007), while the remainder will be destined to the free market.  If there are consumers, the portion for the regulated market must be at least 70%, and, necessarily, at least 10% should be allocated to these agents.  The Ordinance further stipulates that the direct ownership of manufacturers and suppliers in the consortium will be a maximum of 40%.  This type of participation is limited to 20% in the formation of the SPE.
