The National Energy Agency (ANEEL) started to release, as from today (the 25th), the rate of the annual rate adjustment proposed by the energy concessionaires in Brazil. The measure seeks to ensure greater transparency and publicize those associated with process adjustment. Until then, the utilities showed the plea, on average, 30 days before the date of adjustment, but the document was released only at the time of the process determination by ANEEL. With the change, the Agency will publish it as soon as they are sent by the concessionaires.
It is noteworthy that the content presented by the licensee uses data and information not yet established and whose definition depends on the evaluation of ANEEL, for example, the consumer market, inflation indexes and charge shares. The final adjustment index – calculated by the Agency – according to rules established in the concession contracts and the relevant legislation – will be set at a public meeting of the Board and effectively implemented within the next twelve months. It should be noted that the adjustment rate showed does not represent, in practice, the value that is perceived by consumers in rates on account of any changes in financial components – the biggest or smallest differences are related to prior periods – which are not part of the base economic rate, and whose movement can change this perception.
Readjustment process
The percentage adjustment of distributors approved by ANEEL does not necessarily follow just the change in inflation. The rate adjustment is the result of changes in the composition of uncontrollable items costs (Parcel A) and in the IGP-M over a year – content provided in the concession contract to upgrade the portion of manageable rate costs (Parcel B) .
